In document A/AF/4 of 28 July 1948, Bulgaria's contributions were fixed at a percentage of 0 . 1 2 , or 14 units.
In document A/AF/4. ReVol., for reasons unknown to us, these figures were changed to 0 , 1 4 per cent, or 17 units.
The following points should be considered when determining the scale of Bulgaria's contributions¡
( 1 ) Bulgaria i s one of the countries that have suffered considerably from fascist occuptaion and looting;
( 2 ) Bulgaria sustained enormous losses during the operations of the Partisan movement and also in the fighting side by side with the Allies against the Nazis;
( 3 ) So far Bulgaria has received no international aid;
damage wrought by war and fascist occuptaion has been repaired solely by the efforts and self-sacrifice of the Bulgarian people;
( 4 ) The economy of Bulgaria has suffered great losses from the drought which has lasted for three years and has been a great hindrance to reconstruction.
In view of. these facts, the Bulgarian Delegation considers that the scale of contributions allotted to Bulgaria is too
high and begs the Secretariat to revise its second suggestion and to maintain the original scale for Bulgaria as set out in
Doc. A/AF/4.
