(2) "Rate" refers to the financial implementation rate ( obligations / budget ). At 31 December 2003, end of the biennium, a "target" implementation rate would be around 100%, if income matches budgetary requirements. Based on an available income of about US$33 million for HRP the financial implementation rate during the biennium was close to 90%. The
corresponding figures for PDRH +MPR were US$24 million and 115% and for the whole Department US$56 million and 94%.
