WHO EASTERN MEDITERRANEAN REGION to the

LAUNCH OF THE NATIONAL CANCER PREVENTION AND CONTROL PLAN IN MOROCCO

Rabat, Morocco, 24 March 2010

Your Royal Highness, Excellencies, Distinguished Guests and Colleagues, Good morning to all of you.

It is a pleasure for me to join you today in launching the National Cancer Prevention and Control Plan in Morocco.

Let me first extend my gratitude to Her Royal Highness Princess Lalla Salma, Patron for Cancer Prevention and Control in the Eastern Mediterranean Region, for inviting me to be with you at such an important event, and for her leadership, determination and commitment to achieve what is needed to reduce cancer suffering in the Eastern Mediterranean Region.

I would also like to take this opportunity to thank her Excellency, Ms Yasmina Baddou, Minister of Health, for her commitment and guidance. I am also thankful to our partner, the Lalla Salma Association Against Cancer and to Dr Bekkali, Executive Director, for taking up the challenge of working together to achieve one vision in fighting cancer.

Ladies and Gentlemen,

This important event comes at a time when we are facing an increasing burden of cancer in the Region. Currently, cancer ranks as the fourth leading cause of death in the Region, yet cancer incidence and mortality rates are projected to rise in the coming two decades if no significant interventions are put in place. The increasing trend can be attributed to many factors. These include population aging and exposure to risk factors,

including smoking, unhealthy diet, physical inactivity, environmental pollution, and industrial and agricultural carcinogens.

In response to this challenge, the regional strategy for cancer prevention and control was developed through a process of consultations and collaboration with all Member States and with our partner–the Alliance of Nongovernmental Organizations against Cancer in the Eastern Mediterranean Region, which includes the Lalla Salma Association Against Cancer

The regional strategy was endorsed in Morocco by the Regional Committee for the Eastern Mediterranean 2009. It is intended to provide guidance and direction for all Member States to develop comprehensive and integrated cancer control plans, including the key components, cancer prevention, early detection, cancer treatment, palliative care, cancer registry and cancer research.

Ladies and Gentlemen,

Despite all the efforts against cancer in the Region, several challenges exist, relating to primary prevention, early diagnosis and screening and palliative care. With regard to primary prevention, we know that 40% of future cancers could be prevented by comprehensive and carefully considered action taken now. This will involve creating public awareness about prevention of cancer. Promoting and supporting healthy lifestyle choices is of the essence. Other preventive strategies include effective coverage of the population with hepatitis B immunization, while HPV vaccination for cervical cancer is also essential.

Breast and cervical cancers constitute the most common cancers among females in the Region, and both cancers should be targeted for early diagnosis and screening. The Regional Office is working jointly with all Member States to improve early screening programmes and to encourage healthy behaviour culminating in early detection, treatment and care.

Palliative care and pain relief is a particularly challenging area in the Region. The majority of cancer patients present very late and their cancers are usually in advanced stages, requiring pain relief and the best possible quality of care to ease them through the end of life. Unfortunately, palliative care services are not available in the majority of Member States in the Region. Therefore, mobilizing regional resources for palliative care and pain relief is very much at the top of the regional priorities for action.

Ladies and Gentlemen,

We are here today to renew our commitment, to ensure that all the right steps for planning and implementation are in place for cancer prevention and control. Your national cancer prevention and control plan comes as a timely response to the tremendous need for cancer control at national and regional level and shows your strong commitment to the regional strategy. I’m sure that implementation of this national plan will be an important step forward in building the national capabilities and resources needed for cancer control.

We are very proud of our partnership with you and we look forward to the successful implementation of the plan for Morocco. I would like to assure you of my personal commitment as well as the determination of the Regional Office to continue supporting you and all Member States, and to work together toward our common goals in the fight against cancer.
