German Monroy Chazarreta H. MUNICIPAL MAYOR OF LA PAZ The Honorable Municipal Council had dictated the following ordinance CONSIDER:

That, La Paz city has a Traditional Festivity celebrated every January 21. Artisans and exhibitors make and show miniature handcrafts than represents the wishes of those who acquire them.

That, this Festivity called Alasita, in the original language Aymara, translated means "Buy me" has pre-Columbian roots. Hispanic and original culture create a crossbreeding of both cultures.

That, in this ceremony the principal personage is the "EKEKO", deity of the Andean religiosity. He blesses their homes and represents abundance and happiness.

That, the EKEKO'S image, even if the origins are losing beca use of time, the manifest is present into a defined territory, the city of La Paz, mainly after the indigene revelation of the Katari and Amaru. The moment when he acquires those mixed origins than we actually know.

That, it is necessary to supervise the traditional regional heritage whit specific dispositions. Especially in cases of anonymous authors, according to article 21 • of Law N" 1322 (Copyright).

That, the usurpation of the copyrights and the commercialization made by persons, institutions or companies foreigners about the products of national heritage who pertain to the artistic, ethno botanic and scientific field, has to be managed by effective and specific actions, into a local, national and internationallevel.

That, since we are incorporated in disadvantage in this mercantile process of the globalization era, big part of this products has been registered and patented by foreigners like if they were theirs, creating situations complexes that mean, sorne of they, the irreversible lose of Traditional Cultural Heritage.

That, one of the most important heritage elements is the "EKEKO", which in other places is used with commercial purposes, and that doesn't benefit the community of the city of La Paz and the Bolivian community in general.

That, the Municipally Government, in coordination whit other executive organizations, take actions immediately to register the EKEKO's image, like Traditional Cultural Heritage of the Nation, the same in the case of the Ala sita Traditional Festivity.

THEREFORE: The H. Municipal Council of La Paz city, in use of the faculties conferred by the Municipalities Organic Law;

RESOL VE:

ARTICLE FIRST: the EKEKO and the Alasita Festivity are declared Traditional Cultural Heritage of La Paz city

ARTICLE SECOND The Municipal Executive will coordinate whit the respective dependence of the Executive of the Nation, to define a similar declaratory into a national leve! of the EKEKO and the ALASITA Festivity.

ARTICLE THIRD: to coordinate actions whit the Ministry of the Foreign Affairs and Cult, Ministry of Education, Culture and Sport, Ministry of Trade and lnvestment in their dependences of Tourism and Trade, to make the corresponding register the EKEKO in different countries as Traditional Cultural Heritage of Bolivia, our diplomatic representations must carry on the respective control in those other nations.

ARCTICLE FOURTH: to disseminate by means of media, brochures, triptychs, flyers, posters, etc. the meaning of EKEKO emphasizing the Patrimonial nature of La Paz city and Bolivia. Like also the ALASITA FESTIVITY, celebrated every January 24 in La Paz city and the other festivities that celebrated in other periods and places of the national territory.

ARTICLE FIFTH: The Municipal Executive must coordinate whit the pertinent national dependences, actions in defense of the National Cultural heritage and design policies of national and international diffusion highlighting the cultural val u e of La Paz City and Bolivia, which in this case is represented by the EKEKO and the ALASITA festivity.

ARTICLE SIXTH: the Municipal Executive is charged of the fulfillment and diffusion of the present ordinance.

ARTICLE 1•. Declare Cultural and Intangible Heritage, the "Aiasita", cultural, social and economic manifest originate in La Paz City, El Alto and others cities from Bolivia.

The protection established in the present law includes " El Ekeko" as symbol of this Aymara's Festivity and any other manifestation and symbolic or graphic representation of this party.

ARTCLE 2• The state should give and provide all the support necessary to preserve and to promote this cultural manifestation of Aymara's ancestral origin, caring and insuring respect to this celebration and its origin and sense.

That, the article 12• numeral 4 of the Law of Municipalities N" 2028, establishes that one of the attributions of the H. Municipal Council is to dictate and approves municipal ordinances and resolutions.

That, by means of the note given by the Executive Council of the Artisans and Exhibitors in festivals of Christmas and Alasitas Southern Sector. Villa Dolores Federation, requesting ( .... ) the recognition of the Alasita Festivity in the city of El Alto as Cultural Heritage.

That, year after year, every January 24, and the days that follow, the exhibitors of the Alasitas Festival show their handicrafts to the general public in the city of El Alto, in the sectors of the southern sector into the jurisdiction of El Alto municipality.

That, the Municipal Government of El Alto, by means of the Cultural Direction encourages the Alasitas Festivity exhibitors of the municipality jurisdiction.

The H. Municipal Council of El Alto city, in specific use of the attribution conferred, according to the Political Constitution of the State, Law No. 2028 of Municipalities, Interna! Regulations and other related rules

ACTA DE POSESIÓN DEL COMÍTE IMPULSOR PARA LA POSTULACIÓN DE LA ALASITA COMO PATRIMONIO INMATERIAL- UNESCO

En la ciudad de Nuestra Señora de La Paz, a los ocho días del mes de enero del año 2010, a horas 10:00 a.m. en instalaciones del Patio Cultural del Ministerio de Culturas, ubicado en la calle Potosi esquina Ayacucho s/n, en presencia de Autoridades del Ministerio de Culturas, y de diferentes instituciones, en cumplimiento a las resoluciones de las diferentes reuniones de todas las organizaciones e instituciones, la Lic, Maria Esthela Vargas procedió a realizar la posesión del Comité Impulsor para la postulación de la Alasita como patrimonio inmaterial - UNESCO, conformado por los representantes de las siguientes instituciones:

Maria Esthela Vargas proceeds to realize the position of a Steering Committee for the nomination of Alasita like intangible heritage - UNESCO, formed by the representatives of the next organizations:

Nogardo Jimenez Villa, the Municipal Government of La Paz by means of the Mayor Administrative Office of Culture represented by Mr. Walter Gomez, FENAENA represented by Mr. Rolando Huanca, Mrs. Rosaisela Rocha representative of Departmental Council of Culture of La Paz, The Natíonal Museum of folklore and ethnography, represented by Mr. Milton Eyzaguirre, Mr. Andrei Jimenez representing the Secretary Departmental of tourism of La Paz prefecture, Dr. Fernando Cajias de la Vega, representing the Cajias Foundation and Mr. Gonzalo lniguez in representation of SEDECA, therefore

En la ciudad de La Paz, en instalaciones de la Gobernación de La Paz, se llevó a cabo la reunión para tratar el tema del consentimiento libre, previo e informado de los kallawayas para apoyar el expediente La Alasita y sus itinerarios rituales en la ciudad de La Paz. Lo hacemos porque desde hace varios siglos nosotros hemos sahumado, orado y libado junto a los paceños para agradecer a la santa tierra, el ekeko a fin de que aumenten las

miniaturas y se conviertan en reales para los que vienen a la Alasita. Desde 1984 nuestra práctica en la Alasita se hizo más visible debido a la despenalización de los haceres y decires de los ritualistas. Ahora están protegidos por la Constitución Política del Estado Plurinacional de Bolivia que respeta y garantiza la libertad de religión y de creencias espi rituales de acuerdo con sus cosmovisiones.

La Alasita de La Paz es una ocasión única para encontrarnos en un gran diálogo de

reciprocidad en torno al Ekeko que en nuestra lengua es entendido como aquel que ofrece amor. En efecto, se trata de un momento de regalar a los prójimos, de intercambiar con los pares y disfrute total de la miniatura. Nuestro trabajo central es un servicio a los paceños con quiénes compartimos en culto a la madre tierra.

Apoyamos decididamente la postulación de la Alasita por los valores que vehicula y que deben permanecer como garantes del pluralismo en la diversidad étnica de la sociedad boliviana

CONSEIL NATIONAL DES KALLAWAYAS

Dans la ville de La Paz, au siege du gouvernement départemental de La Paz, a eu lieu la réunion pour traiter le sujet de consentement libre, préalable et informé des kallawayas pour soutenir la candidature L'Alasita et ses itinéraires rituels dans la ville de La Paz. Nous le faisons paree que depuis plusieurs siecles nous avons fait des encensements, prié et fait des libations aux c6tés des habitants de La Paz pour remercier la sainte terre, l'ekeko afin que les miniatures augmentent et deviennent réelles pour ceux qui viennent a l'Alasita. Depuis 1984 notre pratique au sein de l'Alasita est devenue plus visible en raison de la despénalisation des actions et paroles des ritualistes. Maintenant ils sont protégés par la Constitution politique de l 'État plurinational de Bolivie qui respecte et garantie la liberté de réligion et de croyances spirituelles selon ses cosmovisions.

L'Alasita de La Paz est une occasion unique pour nous retrouver dans un grand dialogue de réciprocité autour de l'Ekeko qui, dans notre langue, est celui qui offre de l'amour. En effet, il s'agit d'un moment pour offrir aux proches, d'échanger avec les pairs et de profiter pleinement de la miniature. Notre travail central est un service aux habitants de La Paz avec qui nous partageons le culte a la mere terre.

Nous soutenons férmement la candidature de l'Alasita pour les valeurs qu'elle véhicule

puisqu'ils doivent rester garants du pluralisme dans la diversité ethnique de la société

bolivienne. Raison pour laquelle nous ratifions notre consentement libre, préalable et

informé.
