AFR/RC30/R5:

The Regional Committee,

Having taken cognizance of the report of the fourth meeting of the African Advisory Committee on Medical Research (AACMR);1

Having studied the report of the Regional Director;2

1. REMINDS Member States and the WHO Secretariat of the operative paragraphs of resolutions WHA32.15, AFR/RC29/R5, AFR/RC29/R6 and WHA33.25 which should guide the regional research programme;

2. APPROVES the report of the AACMR/4 supplemented by the report of the Regional Director concerning the implementation of its recommendations;

3. COMPLIMENTS the representatives of Madagascar and Liberia on the results obtained during their term of office with the policy-setting bodies of the Special Programme for Research and Training in Tropical Diseases (TDR);

4. DESIGNATES Nigeria to represent the contributing governments and Malawi and Mali to represent the Region in the TDR programme for a period of three years;

5. INVITES Member States to:

(i) bear in mind the advantages of participating in the special African account for medical research within the Voluntary Fund for Health Promotion;3

(ii) establish reception structures and career plans for research workers in service or being trained;

(iii) strengthen or set up national advisory committees on biomedical and health service research, fixing as their priority applied research aimed at meeting communities’ basic needs;

(iv) collaborate with other Member States in the framework of TCDC on the development of their national research programmes, thereby avoiding duplication of effort;

(v) regularly inform the Regional Director of research work and opportunities for training research workers, indicating nationals capable of working as regional experts;

6. INVITES the Regional Director to:

(i) pursue his efforts to promote the regional research programme by making use, where possible, of experts from and institutions in the Region, together with TCDC mechanisms;

(ii) develop exchanges of research workers, teachers and information between regional institutions and those of other Regions;

(iii) compile an African Index Medicus, by using resources in the Region and extra- budgetary sources, including those of the Special Programmes.

7. INVITES the Director-General to take appropriate measures to obtain contributions to the Special African Account for Medical Research from the International community.
