INTRODUCTION INTRODUCTION
This report provides thefinalpopulationcounts ofthe1981 Census ofCanadaforthe24census metropolitan areas (CMAs), the 88 census agglomerations (CAs) and their component municipalities(orcensussubdivisions).
AllCMAsandCAsarelistedinalphabetical order andwithineachCMAorCAthecomponent municipalitiesarealso listed inalphabetical order.
For 1981,CMAsremain unchangedfrom1976 except for minor adjustments to respect new municipallimits.Trois-Rivieres, Quebec,becomes Canada's 24thCMAas aresultof recent growthin itsurbanized core.

For 1981, census agglomerations are now delineated accordingtothesamecriteriaascensus metropolitanareasanddifferonlyinthesizeof theirurbanized cores(CMAs having 100,000or more populationandCAshavingbetween10,000 and 99,999population). Twenty-four CAshave been addedtotheprogrammeasaresultofthis change. Atthesame time23 CAshavebeen deletedfromtheprogrammeas aresultofraising theminimumurbanized core populationfrom2,000 to10,000.
All counts reported for municipalities (or censussubdivisions)are based on the municipal

boundariesineffectonJanuary1,1981.
Populationcounts fromthe 1976Censusare"
includedfor comparison purposes. These1976 counts have been adjustedtoreflect the January1,- 1981limitsin caseswhere populationhasbeen affected by the annexationorlossof land through alteration of municipal limits. Detailed descriptionsofsuchalterationsmaybefoundin the two bulletins - Changes to Municipal Boundaries, Status and Names (Catalogue'No.

DEFINITIONS
CensusMetropolitanArea (CMA). Refers to the mainlabourmarketarea of an urbanized core(or continuously built-up area) having 100,000 ormore population. CMAs are created by Statistics Canadaand are usuallyknownby thenameofthe urbanareaforming theirurbanizedcore. They contain whole municipalities (or census subdivisions). CMAs are comprised of (1) municipalities completely or partly inside the urbanized core; and(2)othermunicipalitiesif(a) atleast40%of theemployedlabour forceliving in the municipalityworksinthe urbanized core, or(b) atleast25%oftheemployedlabour force working inthe municipalitylives intheurbanized core.
Since a CMA must contain whole census subdivisions,itslimitsmayfallwithin,orextend beyond, the actual labour market area. The differencesmaybesignificantinthosepartsof Canada where census subdivisions cover particularly large areas of land. Census metropolitan areas may also differ from MetropolitanAreas designated bylocalauthorities forplanningorother purposes.
Census Agglomeration(CA). Referstothemain labour market area of an urbanized core (or continuously built-up area) havingbetween10,000 and 99,999 population. CAs are created by StatisticsCanadaandareusuallyknown bythe name oftheurbanareaformingtheirurbanized core.Theycontainwhole municipalities(orcensus subdivisions). Component. Referstothe municipality or census subdivision building block of a census metropolitan areaora census agglomeration.
CensusSubdivision (CSD). Referstothegeneral termapplyingtomunicipalities,IndianReserves, IndianSettlements and unorganizedterritories.
In Newfoundland, Nova Scotia and British Columbia,thetermalsodescribesgeostatistical areas that have been created byStatisticsCanada incooperation with the provinces as an equivalent formunicipalities.
CensusSubdivision Type. Census subdivisions are classifiedintovarious types, accordingtoofficial designations adopted by provincial or federal authorities. Withthe exception ofunorganized territoriesand Indian Reserves, the type indicates the municipal status ofaCSD. Thefollowinglist indicates theabbreviations used for the most commonCSDtypes.

DEFINITIONS-Concluded
Municipality. Referstoanareawithcorporate statusgoverned by Provincial and Territorial Acts.
These acts differ from province to province.
Moreover, municipalities within each province vary inname,status,and administrative powers.
IndianReserve. Referstoterritory,mostly rural and varyinginsize,thatbelongstoan Indiantribe according to treaties between the Federal GovernmentandtheIndians. Itisexcludedfrom localjurisdictionand administered by the Federal Department of Indian Affairs and Northern Development.
Unorganized Territory. Referstoan area without municipalorganization, directly administeredby theprovince or,when applicable,bythecounty.
Such areas aregenerally characterized by low population density.
Reference Map. Referstoamapthatidentifies and locates the boundaries of census geostatistical areas.

SAMPLING ECHANTILLONNAGE
The1981 Census data are collected either on a 100%basis(i.e.fromallhouseholds) or onasample basis (i.e. from only a random sample of households) with data weighted to provide estimates of the entire population. The informationinthisreportwascollected on a100%
basis.
COVERAGEERROR
Acoverage error occursinthe censuswhenever apersonorahousehold ismissedcompletely or countedmorethanonce. Sinceovercoverageis fairlyrare inrelationtoundercoverage,thenet effect of such errorsistointroduceadownward biasincensusfigures,sothatthe published census estimates tend to underestimate the actual population.
Aspecialstudywasundertakeninrelationto the1976 Censustomeasuretheextent of the bias duetoundercoverage. Thisstudyestimatedthe overallundercoverage ratetobe of the order of 2%of thetotalpopulationforpersonsand2%for households. Italsoindicated thatundercoverageis higherincertainsegmentsofthe population,e.g., youngmaleadultsand recent immigrants.Similar trendswereobtainedinconnection with the 1971 Census.
