Conforence of F~nance Ministers on the Establishment of an African Development Bank

Khartoum, 30 July -9 August 1963

DRAF~RESOLUTIONSUBMITTED BY THE TUIITSIAlT DELEGATION

The Conference of Ministers of Finance of African countries, CONSIDLRING the Agreement establishing tho African Development Bank, CONSIDERING the time limit for ratification provided for under Article 64

of that Agreement •

In order to facilitate the rapid installation of tho said Bank And pending the ratification of the said Agreement

1. Decides to entrust the Committeo of Experts of Nine members established by ECA resolution 52 (IV) with the follo~ing functions:

(a) To establish and maintain oontact with the Signatories of tho Agreement in ordor to advance its ratification, and to consult with the authoritios in African oountries which have not signed the Agreement concerning the possibility of their

signature and ratification thereof or accession thoreto;

(b) To devise, initiate, implement or supervise administrative

arrangements or measures preparatory to the actual establishment of the headQuarters of the Bank or relating to its communications or other services, installations and facilities, to its appointment precedure or to housing its staff;

(c) To prepare for the Bank drafts of its headQuarters agreement, loan and guarantee regulations, arbitration procedures, general by-laws, agreements for its co-operation with other international, regional or national organizations and institutions, its staff j(ILAR-63-147

rules and regulations as well as of other legal instruments or arrangoments which may promote or advance an early

establishment of the Bank and the'effeotive oommencement of its operations ~nd other activities;

Cd) To discuss, study and prepare schemes for technical assistance whi ch the Bank may roquire uponi ts inception;

(e) To deVise, initiate, prepare and implement such other

arrangements or measures as may be necessary or desirable in furtherance of its purposes, consistent with the provisions of this Protocol.

2. Requests the Executive Secretary to afford all the assistance required by the said Committee of Nine for carrying out the functions

definod above; and having boen informed b;y the Executive Secretary that the cost of the preparatory work is roughly US$ 20,000 to 30,000 a month which cannot be defrayed by the present EGA budget,

3. RECOMMENDS that their respective governments contribute to the costs on the basis of the assessments which shall be made by the Executive Secretary and the Committee of Nino.
