AFR/RC26/R6: 1978 and 1979 The Regional Committee,
After careful consideration of the report of the Sub-Committee on the Proposed Programme-Budget for 1978-1979;
Noting with satisfaction the Regional Director’s efforts to implement the new ways of WHO collaboration in conformity with resolutions WHA28.76 and WHA28.77 of the Twenty- eighth World Health Assembly and resolution AFR/RC25/R8 of the twenty-fifth session of the Regional Committee as well as the Regional Director’s preliminary efforts to re-orientate the regional programme in accordance with the recommendations contained in resolution WHA29.48;
Noting that the emerging States and the countries in the process of acceding to independence have been given priority;
Believing that the regional Programme-Budget is a reflexion of the orientation of the Sixth General Programme of Work for the 1978-1983 period and the decisions of the policy organs,
1. RECOGNIZES that the Sub-Committee’s work has facilitated the Regional Committee’s discussions;
2. ENDORSES the conclusions and recommendations of the Programme-Budget Sub- Committee namely that it should:
(i) stress its concern at the increasing divergence between the budgetary resources allocated to the Region and its real needs;
(ii) approve the Proposed Programme-Budget for 1978-1979 and the creation of the Regional Director’s programme for development which should provide the necessary flexibility for effective execution of national programmes;
3. NOTES the projections for 1980 and 1981;
4. RECOMMENDS that, during the period of implementation, allowance should be made for possible future changes in national priorities within the limits set by available resources;
5. CONGRATULATES the Regional Director and his staff for the exactitude and rationality displayed in the presentation of the Programme-Budget for 1978 and 1979;
6. REQUESTS the Regional Director to convey these proposals for 1978 and 1979 and the provisional projections for 1980-1981 to the Director-General for consideration and inclusion in the Organization’s Proposed Programme-Budget for 1978 and 1979.
