Inquiétante étrangeté du handicap
dans un établissement médico-social à l’heure
de la désinstitutionnalisation

Résumé : Cet article vise à analyser une année d’analyse clinique de la pratique professionnelle dans une grande institution médico-sociale française alors que celle-ci, suivant les directives européennes et nationales, décide de mettre en œuvre un projet de désinstitutionnalisation. Après avoir construit le concept de désinstitutionnalisation par une approche socio-historique, l’article déploie une méthodologie clinique d’orientation psychanalytique pour analyser comment les professionnels de l’institution en question vivent et fantasment l’altérité des personnes en situation de handicap dont ils ont la charge éducative. Il apparait que la rencontre avec cette altérité peut être comprise au travers du concept freudien d’inquiétante étrangeté (Unheimliche) et que les professionnels sont tiraillés entre adhésion aux valeurs de la désinstitutionnalisation et une fantasmatisation négative de l’altérité du handicap.

The experience of uncanny facing disability in a medico-social institution in the age of deinstitutionalization
Summary: This paper aims at analyzing a year of clinical analysis of professional practice in a large French medico-social institution when the latter, following European and national directives, decided to implement a deinstitutionalization project. After having constructed the concept of deinstitutionalization through a socio-historical approach, the article deploys a psychoanalytically oriented clinical methodology to analyze how the professionals of the institution in question experience and fantasize about the otherness of the disabled persons for whom they are responsible. It appears that the encounter with this otherness can be understood through the Freudian concept of the uncanny (Unheimliche) and that the professionals are torn between adherence to the values of deinstitutionalization and a negative phantasmatization of the otherness of the disability.
