Background

Background

Domestic violence against women (DVAW) is a worldwide issue harming both women’s physical and mental health and destabilizing many families. The Vietnamese Government, in the 5–year Socio–Economic Development Plan 2006–2010, recognized the issue and the need to “take strong measures to reduce discriminations against women, maltreatment in the family and the protection of women and children”. Vietnam ratified CEDAW in 1981 and is encouraging its implementation to promote women's rights. Law on domestic violence prevention was ratified on November 21st 2006 and has taken effect since

July 1st 2007. If properly implemented, the law will become a

basis for women' rights protection.

In order to prevent domestic violence effectively, it is required to have cooperation among high competent agencies. However, in reality, these capacity and cooperation is not strong enough. From the above-mentioned situation, GENCOMNET finds it necessary and urgent to promote a program on protection of women’s rights and dignity entitled “Prevention of domestic violence against women through researches, interventions, and advocacy”.

Improve gender equality in Vietnam through researches, intervention modules and advocacy on domestic violence in seven provinces and cities in Vietnam including Hanoi, Thai Binh, Nam Dinh, Ha Tay, Ha Nam, Vinh Phuc, Yen Bai.

Switzerland has supported GENCOMNET, a network of 19 local NGOs working on women’s issues, to improve gender equality in Vietnam through a domestic violence prevention project implemented in seven provinces and cities in Vietnam. This project also assists the network to establish links with the National Assembly, and to have constructive dialogues with members of parliament, on the prevention of domestic violence including discussions on law formulation and the oversight of enforcement.

• Research on situation of domestic violence in communities in Nam Dinh and Thai Binh lead to interventions put into place to combat domestic violence effectively. This resulted in increased awareness among local authorities and community people, especially to decreased in incidence of domestic violence. Also intervention include the setup of the trusted addresses in community, good mechanism of support and protection of victims of domestic violence.

• GenComNet website has been developed and operated that provides a venue for GenComNet members in particular and wider users in general to share information, exchange experiences and awareness raising on gender issues. • GenComnet board has been newly elected by the network members after several

years of operation that further strengthen the network via more opening flow of information and transparency of decision making mechanism toward its members.

• It is expected that the coming assessment on the implementation and enforcement of the anti-domestic violence law (planned in 2010) will facilitate GenCOMNet to conduct more effectively advocacy work toward monitoring the law implementation. In addition, the coming mid-term review of the project will hopefully help to identify the next phase support to the GenCOmNet as part of SDC support to Civil Society development in the country.

Approaches

There are three approaches are applied in the project. The first one is to conduct a Research on Domestic Violence Situation in Thai Binh and Nam Dinh provinces and relying on the results of the research, intervention modules are set up in four communes in two districts in Nam Dinh and Thai Binh provinces. The second is to organise five advocacy activities in five provinces to promote the community’s joint fight against Domestic Violence. The third one is to conduct a survey on monitoring and evaluating the implementation of Law on Domestic Violence Prevention. Results of the survey will be reflected in the Shadow Report written by GENCOMNET by 2011.

• Strengthen GENCOMNET’s capacity to facilitate the network’s activities.

Highlights

Highlights

GenComnet's active participation into the law formulation and decree development process was highly welcome by the government's related agencies and considered as positive experience of both state agencies and civil society in the law and policy making process.

The trusted addresses in communities proved to be a positive model of protection and support to victims of domestic violence. This has been officially recognized in the Anti-domestic violence law as a facility to support victims of domestic violence.
