Le PRÉSIDENT declare ouverte la quatrième session de ia Cour et invite le Greffier à donner lecture de l~ question ins- crite au rôle.

Le GREFFIER déclare qu'il s'agit d'un avis consultatif sur la question suivante:

({ La question de la délimitation de la frontière entre la Pologne et la Tchécoslovaquie est-elle demeurée ouverte, et dans quelle mesure; ou doit-elle être considérée comme déjà résolue par une décision définitive (sous réserve de la procédure habituelle de l'abornement sur place, avec les modifications de. détail qu'elle peut entraîner) ? ^»

The PRESIDENT declared the Fourth Session of the Court , open and called upon the Registrar to announce the question

on the agenda.

The REGISTRAR stated that this was an advisory opinion in regard to the following question:

(( Is the question of the delirnitation of the frontier between Poland and Czechoslovakia still open, and, if so, to what extent ; or should it he considered as already settled by a definitive decision (suhject to the custornary procedure of marking boundaries locally, with any modifications of detail which that procedure rnay entail) ? »

The PRESIDENT stated that the Polish Governrnent had (r) 2nd meeting of the Court.

La Cour a agréé la demande polonaise.

Le Gouvernement tchécoslovaque se réserve le droit de soumettre un exposé supplémentaire. soit par écrit, soit ora- lement, et a désigné pour le représenter:

M. le Dr. Krcmar, Professeur à l'Université de Prague, assisté de:

M. le Dr. Krno, Conseiller de légation.

La Cour entendra le représentant tchécoslovaque s'il en exprime le désir, après avoir entendu le représentant polonais.

Le PRÉSIDENT demande si M. Mrozowski est présent.

La réponse étant affirmative, le Président donne la parole à M. Mrozowski.

M. MROZOWSKI fait l'exposé reproduit à l'annexe ^{2. 1)} (La séance est suspendue de 12 h. 40 à ISh.)

A la reprise de la séance, M. MROZOWSKI termine son exposé.

Le PRl~SIDE~T demande à 1\1. Krcmar, représentant tchéco- slovaque, s'il désire prendre la parole.

M. KHCMAR ayant répondu affirmativement, le PRÉSIDENT annonce qu'une séance publique aura lieu à cet effet le mercredi 14 novembre à 10 h. 30.

La séance est levée à 17 heures.

M. Mrozowski, President of the Supreme Court of Poland, ta be assisted by

M. Blociszewski, Legal Adviser to the Polish Legation at Paris.

The Court had approved the Polish Government's requ~st.

The Czechoslovak Government had reserved the right to submit a further statement either orally or in writing and had appointed as its representative :

Dr. Krcmar, Professor at Prague University, to be assisted by

Dr. Krno, Counsellor of Legation.

The Court would hear the Czechoslovak representative if, after the speech of the Polish ~epresentative, he should desire to speak.

The PRESIDENT enquired whether M. Mrozowski was present.

M. MROZOWSKI having announced his presence, the Presi- dent called on him to address the Court.

M. MROZOWSKI made the speech reproduced as Annex 2.

On the resumption, M. MROZOWSKI concluded his statement.

The PRESIDENT asked Mr. Krcmar, the Czechoslovak representative, if he desired to speak.

M. KRCMAR having replied in the affirmative, the PRESI- DENT stated that the Court would hold a Public Sitting for the purpose on Tuesday, November 14th, at IO.30 a.m.

The Court rose at 5 p.m.

Le PRÉSIDENT, après avoir remercié les représentants des deux parties pour les renseignements qu'ils ont donnés, déclare que la Cour pourrait avoir besoin de certaines informa- tions supplémentaires et, en conséquence, les prie de rester pour quelques jours à la disposition de la Cour. Les représen- tants des deux parties se déclarent disposés à ce faire.

Le PRÉSIDE};T annonce que l'avis de la Cour sera donné à une date et heure qui seront notifiées en temps utile.

La séance est levée à 17 h. IO.

(Z) The PRESIDENT, after thanking the representatives of the two parties for the information supplied, stated that the Court might be in need of certain supplementary information, and therefore requested them to remain at the disposaI of the Court for a few days.

The representatives of both parties signified their willing- ness to do so.

The PRESIDENT stated that the opinion of the Court wouid be given at a date and hour of which due notice would be glven.

The Court rose at 5.10 p.m.

The English text was then read by the Registrar.
