This volume contains the resolutions (with relevant annexes)
ofthe twenty- eighth sessionof the Executive Board, which was convened in accordance with resolution EB27.R27, adopted by the Board at its twenty- seventh session.
In accordance with the instructions of the Board, the minutes
ofthe Board have been
sent in mimeographed form to Member governments.
In this volume the resolutions are reproduced in the numerical order in which they were adopted. However, in order to facilitate the use of the volume in conjunction with the Handbook of Resolutions and Decisions, they have been grouped by title in the table of contents under the subject- headings of the Handbook. There has also been added, beneath each resolution, a reference to the section of the Handbook containing previous resolutions on the same subject. The fifth edition of the Handbook -which is indexed both by subject and by resolution symbol- contains most of the resolutions adopted up to and including the Twelfth World Health Assembly and the twenty- fourth session of the Executive Board.
The following reference list of sessions of the Health Assembly and Executive Board shows the resolution symbol applicable to each session and the Official Records volume in which the resolutions were originally published.

INTRODUCTION
The twenty- eighth session of the Executive Board was held in the Palais des Nations, Geneva, from 29 May to 1 June 1961.
Twenty -four members (or their alternates) participated in the session, the membership of the Board having been increased from eighteen to twenty -four as a result of the entry- into -force, on 25 October
1960, of the amendments to the Constitution adopted by the Twelfth World Health Assembly.
In accordance with resolution WHA13.43, part I, of the Thirteenth World Health Assembly, twelve new Members were elected by the Fourteenth World Health Assembly to designate persons to serve on the Board, six of these being in replacement of the retiring members.' It was determined by lot, in pursuance of Article 25 of the Constitution, that the terms of Chile and Nigeria should be one year and those of Iceland and Pakistan two years, the terms of the other eight Members elected being three years.
The election resulted in the following composition of the Board, the newly elected Members being denoted by asterisks:

APPROVES the arrangements made to provide for carrying out the duties of the Chairman of the Board during the interim period up to the opening of the twenty- eighth session of the Board; and

EXPRESSES its thanks to Dr A. O. Abu Shamma for having assumed the duties of acting Chairman during this period.

Having received the communication from the President of the Fourteenth World Health Assembly nominating Sir Samuel Manuwa, of the Federation of Nigeria, as General Chairman of the technical discus- sions at the Fifteenth World Health Assembly,
I. APPROVES this nomination; and

REQUESTS the Director -General to invite Sir Samuel Manuwa to accept this appointment.

Having considered the report of the Director -General on the question of technical discussions at the Sixteenth World Health Assembly; and
Taking into account resolution WHA10.33, paragraph (3), of the Tenth World Health Assembly on technical discussions at future World Health Assemblies,

SELECTS " Education and training of the physician for the preventive and social aspects of clinical practice "
as the subject for the technical discussions to be held after the Fifteenth World Health Assembly; and
2.
RECOMMENDS that the decision as to whether these discussions are to take place at the Sixteenth or at the Seventeenth World Health Assembly should be held in abeyance until a decision as to the site of the Sixteenth World Health Assembly has been taken, and -should it be away from Geneva -until the wishes of the host government are known as to the use of the time customarily devoted to technical discussions.

RECOMMENDS that the UNICEF /WHO Joint Committee on Health Policy keep under constant review and report to the Executive Boards of UNICEF and WHO the ways in which international funds are used in subsidizing, through international grants and stipends, programmes for higher education related to maternal and child health, with a view to ascertaining the impact of such support on related educational programmes and determining to what extent their respective stated aims and objectives are being met;
5.
DIRECTS special attention to the concept that obstetrics and midwifery are an integral part of comprehen- sive maternal and child health services;
6.
CONCURS with the proposal of the Director -General to make a further WHO study in this regard;
7.
BELIEVES that the results of the various surveys and studies carried out by the World Health Organization in the last decade provide ample justification for the major emphasis that the UNICEF Executive Board has
so consistently put on the health needs of children in all their aspects;
8.
EXPRESSES the hope that in view of the great needs in the field of health, the UNICEF Executive Board will find it possible to increase progressively the support UNICEF gives to health programmes for mothers and children, which has contributed so immeasurably to their success; and

EB28.R21 Amendments to the Rules of Procedure of the Executive Board The Executive Board
DECIDES to amend Rules 6 and 15 of its Rules of Procedure as follows :
Rule 6.Delete the present text and replace by the following:
The Director -General shall also convene the Board at the joint request of any eight members, addressed to him in writing and stating the reason for the request. In this case the Board shall be con- vened within thirty days following receipt of the request and the session shall be held at headquarters unless the Director -General, in consultation with the Chairman, determines otherwise. The agenda of such a session shall be limited to the questions having necessitated that session.
If events occur requiring immediate action under Article 28 (i) of the Constitution the Director - General may, in consultation with the Chairman, convene the Board in a special session and shall fix the date and determine the place of the session.
Rule 15.
Delete the present text and replace by the following:
If the Chairman for any reason is unable to complete his term of office, the Board shall elect a new Chairman for the remaining period of his term.
If the Chairman is unable to act in between sessions, one of the Vice -Chairmen shall act in his place.
The order in which the Vice -Chairmen shall be requested to serve shall be determined by lot at the session at which the election takes place.

Having considered the report of the Director -General on continued assistance to newly independent States;
Recalling the past programme of WHO for non -self -governing territories in Africa and elsewhere prior to and since their independence, and its impact on the health conditions of these territories, within the general socio- economic development;
Cognizant of the importance of the current aid being given by WHO to newly independent States parti- cularly in the planning of their health services and, above all, in the training of their national staff; and
Recalling the co- ordinating role of WHO,
1.
NOTES the report of the Director -General;
2.
COMMENDS the Director -General for the effective way in which WHO is providing assistance to govern- ments in developing their health programmes;
3.
EMPHASIZES that co- ordination to be effective has to be ensured at the country level;
4.
CALLS THE ATTENTION of governments to the importance of national health planning in order to ensure that all available resources from whatever source may be effectively and economically used;
5.
BELIEVES that WHO can best promote effective co- ordination of international health aid from all sources by assisting recipient governments in developing national plans and co- ordinating mechanisms;
6.
APPEALS to those Member States, intergovernmental and non -governmental organizations which are in a position to render assistance in the field of health, to co- ordinate their activities in conjunction with WHO and the recipient governments so as to ensure a systematic utilization of all aid available;
7.
REQUESTS the Director -General to provide such assistance, within available resources, as governments may request; and, further,
8.
REQUESTS the Director -General to continue to give attention to assistance in the various aspects of health problems of newly independent States, and to report to the Board at its twenty -ninth session on the develop- ment of the programmes of the Organization in these new States.

Noting resolution WHA14.27 adopted by the Fourteenth World Health Assembly in which, inter alia, the Health Assembly expressed the conviction that voluntary contributions will remain essential to the success of the programme in order to provide additional resources to enable more rapid and broader prosecution of the programme,

ACTION IN RESPECT OF INTERNATIONAL CONVENTIONS ON NARCOTIC DRUGS
2REPORT BY THE DIRECTOR -GENERAL
The Seventh World Health Assembly, in resolution WHA7.6, decided that the Director -General, upon receipt of the appropriate expert advice, should take decisions as to the classification of substances under certain international agreements, and that he should inform the Executive Board of all such decisions.
The Director -General accordingly has the honour to inform the Board that, after having 'received advice from the Expert Committee on Addiction -Producing Drugs,3 he has forwarded to the Secretary- General of the United Nations,
as required by Article 1 of the Protocol of 19 Novem- ber 1948 bringing under international control drugs outside the scope of the Convention of 13 July 1931 for Limiting the Manufacture and Regulating the Distribution of Narcotic Drugs, as amended by the Protocol signed at Lake Success on 11 December 1946, ten notifications concerning the following
drugs :

DEVELOPMENTS IN ACTIVITIES ASSISTED JOINTLY WITH UNICEF 1
REPORT BY THE DIRECTOR - GENERAL
I. GENERAL
At the Fourteenth World Health Assembly, the Director -General submitted a report 2 on the develop- ments in activities assisted jointly with UNICEF up to and including those related to the March 1960 session of the UNICEF Executive Board.
The present document reports the developments that have taken place since that date, and in particular the decisions taken by the UNICEF Executive Board at its January 1961 session that have a bearing on the work of WHO.
II.
THE UNICEF EXECUTIVE BOARD MEETING IN JANUARY 19611.
Allocation of UNICEF Funds
1.1
On the recommendation of its Programme Com- mittee, the UNICEF Executive Board approved pro- gramme allocations for 122 projects located in sixty - two countries and territories, and four inter -regional projects. Of these 122 projects: thirty -five were for health services for mothers and children, sixty were for
disease control (of which thirty -two were antimalaria projects), eighteen for nutrition, six for family and child welfare services, two for primary education,
and one was an emergency aid operation.

The following table shows the percentage distri- bution of allocations approved by the UNICEF Exe- cutive Board for 1961, and compares it with the distribution for the three previous years:

Statement by the Executive Director of UNICEF In his introductory statement the Executive Director outlined the programme of UNICEF's assistance to Africa. He shared with Board members the desire to do everything possible to meet demands by increasing the aid to Africa, commensurate with the continuing and expanding demands for UNICEF assistance from other under -developed areas. At present, the pro- gramme in Africa was being serviced by seven area or country offices. Further strengthening was envisaged in the administrative budget for 1961, which provided for the creation of a new regional office headed by a resident director having general responsibility for UNICEF activities in Africa south of the Sahara.

Health Matters
3.1
Health Services
Thirty -five
pf/bjects providing health services for mothers and children received aid totalling $4 700 000, or 18 per cent. of the 1960 programme allocations.
These included three projects which were being assisted by UNICEF for the first time, namely, the Madagascar, Senegal and British Guiana projects.
At the Programme Committee, WHO was asked to confirm whether the activities of the International Children's Centre, particularly in the fields of research, information and documentation, were not duplicating work elsewhere. WHO, in reply, stated that the Centre's programme was examined in detail before technical approval was given to medical aspects of the recommendation. An allocation of $300 000 was made to complete the commitment undertaken by UNICEF to share equally with the French Govern- ment the financing of the Centre for the five -year
period 1957 -1961.
The Chairman of the UNICEF Executive Board expected that the Programme Committee, at its next session, would wish to review the activities of the International Children's Centre in relation to UNICEF interests, the level of UNICEF support, and the ques- tion of control of the Centre's activities. This would entail a review in depth and detail.
3.2
Family and Child Welfare
Six projects were approved at the session under
review in the field of family and child welfare, all of

them receiving UNICEF aid for the first time. These projects for social services for children often have a health aspect- implicit in the very act of institu- tionalization of the child -which calls for WHO's
advice.
3.3
Malaria Eradication and Control
The Executive Board of UNICEF approved alloca- tions totalling $5 900 000 for continuing assistance to thirty -two antimalaria projects. This brought anti - malaria allocations for 1960 to $9 800 000, or 36 per cent. of all programme allocations for the year.
During the discussion of the Programme Committee on this subject, some representatives expressed reluct- ance to allocate funds to projects which might not in the end prove successful. These included pilot projects which might not lead to eradication projects. It was agreed, however, that it would be wasteful to jeopardize the success of projects in which UNICEF has already made a substantial investment. The high level of UNICEF aid to malaria projects was questioned, par- ticularly in relation to the amount of aid for pro- grammes offering " more direct benefits " to children.
The view was expressed that, although malaria was a scourge which affected children, it should not be UNICEF's main activity: the Fund should be very selective in aiding malaria projects and should con- centrate its efforts on those projects which demonstra- ted real progress and the expectation of eradication.
No new projects should be approved before the next review by the Board in June 1961.
The WHO representative, stressing that malaria represented a great danger for children and indicating that WHO would be submitting a world report on malaria eradication programmes to the UNICEF Executive Board at its June 1961 session, requested that no decision
betaken prematurely, without awaiting the overall report and technical advice of WHO.
In commenting on the Programme Committee's report, several Board members stressed the value of malaria eradication projects; they included representa- tives of governments receiving UNICEF aid for malaria eradication.
3.4
Communicable Diseases
Of the twenty -eight allocations made to disease control other than malaria eradication and control, the following represent assistance given for the first time:
three antituberculosis projects, for Malaya, Sarawak and Viet -Nam; four leprosy projects, in India, Pakis- tan, Brazil and Colombia; a trachoma project in Pakistan; and a bilharziasis control pilot project in the Philippines.

Nutrition
The UNICEF Executive Board approved nine pro- jects for nutrition education and related activities:
projects in India, Thailand, Libya, Turkey, Spain, Colombia, Nicaragua, and two regional seminars on nutrition education, in co- operation with WHO and FAO, to be held in San Juan, Puerto Rico, and in Mexico City in the fall of 1961.
In connexion with child feeding, the milk supply situation which UNICEF faced in 1960 has consider- ably improved. The quantities of milk available from the United States, Canada and Switzerland have made it possible to restore many of the cuts made and to resume approximately the earlier levels of distribution.
Vitamin capsules were being used mostly to supple- ment the supply of skim milk, though some were distributed separately through health centres.
Testswere currently being conducted on fortifying powdered skim milk with vitamins A and D. No major difficult- ies have thus far been found. If the tests are successful and the costs not too great, substantial reductions could be foreseen in the future in the provision of capsules by UNICEF.
Further assistance in the field of nutrition included allocations to six milk conservation projects, and an allocation to Paraguay to provide equipment for
iodizing salt for goitre control.
The UNICEF Executive Board also approved allo- cations for two projects in the health and nutrition aspects of primary education, one for Thailand and one for the Upper Volta.
In the Programme Committee, and subsequently in the Board, a question arose about the financial rela- tions between FAO and UNICEF and, specifically, the proposals for allocations of $502 000 to cover pay- ments to FAO in 1961 for FAO project personnel and fellowships in respect of jointly assisted projects.
The UNICEF Executive Board expressed the belief that the payment by UNICEF of the costs of employ- ment by FAO of technical personnel on jointly assisted projects should be of a temporary character and should be reduced and eliminated within a reasonably short period of time. It requested the Executive Director to report to the Board at its session in June 1961 detailed information on the projects for which payment is being made to FAO, and on the type of personnel and the costs involved.
