Les chercheurs, les laboratoires publics ou privés, les universités du Sud. Ils sont les bénéficiaires du projet SIST

Le chef du projet, assistant technique,

Project participants
Public and private researchers, as well as universities of the developing countries are all benefiting from the SIST project
They disseminate their research
They access data bases from both developed and developing countries They organise teams working on common projects
The countries’ orientation and decision committees (CODC)
They are based in each of the twelve participating countries
They are the contacts, decision-makers and promoters of the project They make decisions about the project’s strategic directions
They validate the models chosen by the countries and ensure the follow-up on both training and information exchange
They validate regional partnership activities, and materialize them, whenever possible, through governmental agreements
The Steering Committee
It comprises the committee members of the participating countries. It is the moderator and “steering wheel”
of the project
It validates the strategy and the management of the project
It is in charge of the followup and evaluation of the project in views of the opinions expressed by the participating countries’ orientation and decision committees
Project Assistants
The project manager is a technical assistant
working at the executive secretary office of the Forum for Agricultural Research in Africa (FARA). He travels throughout participating countries. He is the project manager and the driving force behind it
He assures oversight of the project’s financial accounts and will report to the steering committee He is in contact with the research teams and the Participating Countries’ Orientation and Decision Committees (CODC)
He establishes the partnership agreements, organises and runs the project technical review meetings and carries the ultimate responsibility for meeting the deadlines and executing the different project tasks
Consulting Firm
The Consulting Firm is based in France. It is the back office of the project and it acts as its engineer, its expert and communications specialist
It designs the system architecture and ensures the quality of its construction by the technical sub contractors
It designs the tools for the project’s oversight, including management software and surveys on both usage and satisfaction
It leads the search for bilateral and multilateral partnerships in the public and private sectors It is also in charge of the public relation efforts required by the project
La recherche africaine est largement absente du paysage scientifique internatio- nal.Pourtant sa production et ses résultats cons- tituent un apport indispensable à la recherche internationale dans un monde globalisé où les pro- blèmes de la planète sont essentiellement localisés au Sud et où le développement durable se pose avant tout en termes de répartition des richesses.
Un lourd handicap en matière d'accès à l'in- formation en Afrique explique, pour une part, la marginalisation croissante de sa recherche sur la scène internationale et fait obstacle à la vulgarisa- tion de résultats au service du développement (l'Afrique sub-saharienne représente moins de 1 % des publications scientifiques mondiales). Les pro- ductions de ses équipes restent trop souvent dispersées, cloisonnées et malaisément accessibles aux utilisateurs tant au niveau national, régional qu'international.
Il existe des équipes de chercheurs de renommée internationale mais elles man- quent de mécanismes adaptés de circulation d'in- formation, de communication, de diffusion et de partage du fruit de leurs productions. Cette situa- tion est l’une des contraintes majeures du déve- loppement durable en Afrique.
Le projet [SIST ] vise à développer le travail en réseau et les échanges scientifiquesentre des équipes de recherche africaines et à favoriser l'intégration de la recherche africaine dans la communauté scientifique internationale. Le par- tage des connaissances et expériences, à son tour, valorisera et améliorera la qualité de la production du savoir, augmentera les performances des équi- pes africaines et les rendra à même de renforcer des réseaux de qualité capables de s'insérer dans les circuits internationaux.
Le projet[SIST ] contribue à la réduction de la fracture numérique et la fracture tech- nologique qui est une priorité du NEPAD (Nouveau Partenariat pour le Développement de l’Afrique).
Ce qu’il faut
savoir du [SIST]
African research is largely absent from the international scientific arena.But its activities and results constitute an essential contribution to international research in a global world, where the planet’s problems are essentially located in the developing countries, and where sustainable development must be seen, above all, in terms of shared wealth.
Africa’s lack of access to information is a major handicapand explains, in part, the increa- sing isolation of its research from the international arena. It also remains an obstacle to the dissemination of its results (sub-Saharan Africa produces less than 1% of the world’s scien- tific publications). All too often, the work of African teams remains dispersed, isolated and difficult to access for people at all levels: regional, national and international.
Some research teams from Africa are internationally renowned but they are lacking the appropriate means of communication to enable the dissemination of their work. This situation is one of the major obstacles to a sustainable development in Africa.
The [S I ST ] project aims to develop electronic networking and scientific exchanges between african research teams, and contribute to the integration of african research into the international community. Sharing knowledge and experience will, in turn, improve the quality and credibility of the research of african teams and increase their performance, leading them to reinforce high-quality regional teams interfacing with international one.
The [S I ST ] project contributes to the reduction of the digital and technological divide – a priority for NEPAD (The New Partnership for Africa’s Development).
