Mr. Speaker and Members of the Legislative Assembly of Manitoba:

I welcome you to the fourth session of the 26th Legislature of the Province of Manitoba. My Ministers will place before you a measure respecting an income tax collection agreement and to provide the means to give effect to a reduction in the hospital premium rates. You will be asked to consider a Bill to amend The Metropolitan Winnipeg Act and also to make provision for the costs incident to this session.

I pray that you may have the guidance of Divine Providence in your deliberations and decisions.
