Yemen have separate cooperation strategies mainly focussing on humanitarian aid. Support is provided for food security, health, migration and governance/ peacebuilding. In the Horn of Africa, Switzerland engages in conflict-prone areas focusing on and around Somalia. It combines humanitarian and de-velopment instruments, political and diplomatic measures, migration and security tools into a “whole of government” approach. Objectives are shared and synergies developed amid the Federal Depart-ment of Foreign Affairs, the Federal DepartDepart-ment of Justice and Police, and the Federal Department for Defence, Civil Protection and Sport. Switzerland is establishing a joint partnership with the Intergovern-mental Authority on Development (IGAD), the only regional organisation in the Horn of Africa.

Food security: strengthening communities living on arid lands

Arid lands are inhabited by (agro-)pastoralists who are regularly affected by drought and famine, which also affects their livestock. In north-eastern Kenya, the refugee camps exacerbate the pressure on the environment. A project combining humanitarian and development instruments, implemented by NGOs and the local private sector, benefits 200’000 peo-ple by increasing their access to water and grazing areas, and improving their awareness and capacity in sustainable water and rangeland management.

Health: improvement of maternal and child health

Through projects and policy dialogue at national and regional levels, Switzerland contributes to the rehabilitation of subnational and national health systems, and to delivering service with a focus on maternal and child health throughout Somalia. Twenty-one communities in Somaliland have already declared that they no longer practice female genital mutilation and support has been provided to com-munity midwifery schools across the country. Switzerland focuses on food security, health,

migration and governance/peacebuilding. It supports projects mainly in the whole of Soma-lia, south-eastern Ethiopia and north-eastern Kenya with a regional approach.

Context

The fragmentation of Somalia, border disputes be-tween Ethiopia and Eritrea, and conflicts in neigh-bouring countries have affected the region for a long time. Chronic and cyclic food insecurity, climate variability and roughts in the (semi-) arid lands exac-erbate the situation by creating a protracted human-itarian crisis. Local conflicts over access and share of natural resources are on the increase and the region accounts for the world’s highest maternal and child mortality rates. These challenges lead to forced mi-gration, high numbers of internally displaced per-sons and refugees.

Switzerland’s support

Switzerland’s support covers Somalia, Ethiopia and north-eastern Kenya (cooperation strategy for the Horn of Africa 2013-2016). Sudan, South Sudan and

According to its gender policy, Switzerland takes gender-related issues into account and promotes equality between men and women in all its projects. It is also committed to an accountable system of public resources allocation. Conflict-sensitive tools and analyses supporting positive conflict transforma-tion (principle of “do least harm”) are applied.

Governance, state- and peacebuilding: strengthening service delivery and peace dialogue

Switzerland contributes to peace and service delivery (water, health, markets, roads and education) at local and district administration levels in Somalia, togeth-er with its partntogeth-ers and the Somali authorities. This helps to restore the citizens’ confidence in their local state institutions. So far the programme has benefit-ted over 800’000 people in Somaliland and 300’000 people in Puntland. Local development funds gov-erned by communities are considered a model for fiscal decentralisation. Through political, diplomatic and security measures, Switzerland is also committed to federalism, state-building, mediation processes and capacity-building for demining.

Migration: better protection for displaced persons

A significant number of migrants transit the Horn of Africa every year. These population movements include refugees, IDPs, asylum seekers, economic mi-grants, as well as people who have been trafficked or smuggled. Switzerland contributes to addressing specific protection needs for vulnerable migrants and their host communities through capacity-building, awareness-raising, training of government officials, improved infrastructure and emergency assistance. On a policy level, regional processes are enhanced leading to a better understanding of mixed migra-tion in the region.

Multilateral cooperation

Switzerland works with the UNHCR, the ICRC and the IOM (protection of civilians), OCHA (humanitari-an coordination), the FAO (humanitari-and the WFP (food security sector), and the UNDP and UNICEF (service delivery and state-building).
