Welcome to the historic city of Addis Ababa and to the Fourth Joint Meetings of the AU Conference of African Ministers of Economy and Finance and ECA Con­

ference of African Ministers of Finance, Planning and Economic Development.

This will be your Guide to Conference information, accommodation, dining, general service information, and free time activities during your stay. This Guide was published with the support of many local and international Exhibitors that you should visit in the UNCC concourse before you leave Addis Ababa. Thank you for participating in the fourth joint meeting.

In addition to the material you have already received on the meeting it is impor­

tant to take note of the following information which will further assist you in the planning and logistics of your travel to Addis Ababa, Ethiopia.

HEALTH REQUIREMENTS

Visitors to Ethiopia should be in possession of a valid health certificate for yel­

low fever. Vaccination against cholera is also required for any person who has visited or transited a cholera-infected area within six days prior to arrival in the country.

The United Nations Health Centre, situated on the ground floor of the Con­

ference Centre, provides emergency medical services to participants/delegates attending meetings, during working hours. On your registration form kindly pro­

vide us details of any special ailments you may be suffering from or details of allergies so that we can provide emergency medical attention should this be required.

AIRLINE RESERVATIONS

A number of International Airlines operate to and from Addis Ababa. It is re­

quired that participants secure their return/onward air passage prior to their ar­

rival in Addis Ababa. There are travel agencies on site at ECA to assist with re-confirmation of tickets and to provide participants with travel and tour related information. Travel Agencies at ECA are reachable at the following telephone numbers;

REGISTRATION AND IDENTIFICATION BADGES

Participants will be required to register and obtain Identification Badges prior to the opening of the meeting. The venue of registration will be communicated to you through the conference website in due course.

Kindly also carry your invitation letter and personal identification for onsite ac­

creditation. For identification and security reasons, Identification Badges should be worn by all participants at all times during the Conference and at official social functions.

TRANSPORT

You will arrive at Bole International Airport, which is located just 5 kilometres from the center of Addis Ababa. The ECA will provide courtesy transport that will pick you from the Airport.

ECA buses will ferry participants back and forth from the hotel to the conference venue in the mornings and at the end of the daily sessions. ECA will not provide transport during lunch break.

if you would like transportation in Addis Ababa outside of conference and to take you to the airport at the end of the Conference, you can book a taxi from the National Tourism Organization (NTO) by calling + 251- 115 - 51 18 22 or + 251 -115 - 51 84 00, or take the yellow or blue taxis parked outside your hotel.

These taxis will take you to most places in Addis for about Birr 40, and can be hired at a negotiated rate for longer and special destinations, by the hour. It is also standard practice in Addis Ababa to wave down any free blue or yellow taxi and offer the driver a « contract » for a single journey. « Contract»taxis can be found at the entrance to ECA and most hotels.

IGT SERVICES

A Cyber Cafe will be available for participant in the UN Conference Centre. As well, the UN Conference Centre and the ECA Campus are setup to provide Internet Connectivity to WIF! enabled laptops and personal computers, partici­

pants are free to take advantage of this service.

IT Training and technical support are available through the ECA Help Desk (Phone: + 251 - 1 15 - 44 31 23; email: [email protected]).Technical sup­

port for presentations must be arranged in advance.

Please be advised that Blackberry Services are not available in Ethiopia.

MOBILE PHONES

Participants are encouraged to come to Addis Ababa with their dual band mo­

bile handsets (900/1800 MHZ). Ethiopian Telecommunication Company offers SIM Cards with pre-charged airtime. The total package which costs US$ 50 includes US$ 12 airtime.

For participants coming from the United States of America kindly note that they can only use triband mobile handsets i.e. (900/1800/1900 MHZ)

Conference Participants often enquire which are the countries that Ethiopian Telecommunications Company has cellphone roaming agreements. All coun­

tries listed below with their corresponding operators can bring their own ap­

paratus and sim card when on travel to Addis Ababa and get cellphone roaming services.

Ethiopia has two main seasons; the dry season lasts from October through May, and the rainy season starts in late june and ends in September, Temperatures depend on season and altitude.

ELECTRIC SUPPLY

Electric supply in Ethiopia is 220-240 volts, 50 cycles AC accessible via 13-amp, two-pin (Italian) socket.

CURRENCY: Birr

Ethiopian currency is denominated in « Birr » and « centimes ». The bank rate of exchange varies. The UN official exchange rate as of 10 March 2011 was $ US1: 00 = Birr 16.67

There is a branch of the Commercial Bank of Ethiopia in the ECA compound - located near the Security and Safety Services. This Bank is open Monday - Fri­

day, from 8:00 a.m. to 12:00 p.m. and from12:00 p.m. 4 :00 p.m. There is also an authorized exchange centre (Forex) at the Sheraton Hotel and ATM machines for Visa/Mastercard users at both the Sheraton and Hilton which will give you money in Birr.

GUIDELINES ON PERSONAL SECURITY' AND SAFETY OF PARTICIPANTS

Personal security is an individual responsibility. Using common sense and being alert can reduce risks. The aim of this Security Bulletin is to provide Conference participants with the necessary personal security advice, making them aware of the existing security rules and regulations that apply within the Economic Com­

mission for Africa (ECA) premises and in Addis Ababa.

The best way to be safe is to avoid trouble at all cost, rather than having to extri­

cate yourself later. The United Nations Security and Safety service is always at the ready to serve all its clients. In this regard, the cooperation of all participants at this meeting would help us a great deal in ensuring the safety of your valu­

ables and your personal security.

Do the following while you are in ECA premises

• Display your Conference Badges on demand of an authorized person and wear it visibly

• Do not leave bags and parcels unattended; this will be confiscated or de­

stroyed

• Display the vehicle passes issued

• Do not bring unauthorized persons and children into the conference cen­

ter

• Safeguard your valuable property

• Check for your documents and items before you leave conference halls and meeting rooms

• If you lose any valuable items within the premises, inform UN Security and Safety Service or inform the nearest Security Officer

If you are off the ECA premises and in the Hotel

• Upon entering or leaving your room, make it a habit to lock the door

• Before leaving, inspect your room to make sure no money, jewellery, cam­

eras, etc have been left exposed

• Deposit valuables or portable items at the reception desk and obtain a re­

ceipt

• Do not open packages delivered to you unless you are expecting them

• Should you observe anything suspicious or out of the ordinary please con­

tact Security Service

Additional Information for Participants

Hotel and payment

Please be informed that all sponsored participants will receive a daily subsis­

tence allowance (DSA) which should be used to pay for hotel accommodation, food, and other services such as telephone, room services, etc. Unless otherwise directed, participants should pay all bills directly.

Credit Card/Travelers Cheque Encashment

A few hotels accept credit cards for payment while Travelers Cheques can be cashed at bank, some of which you will find at the exhibition area downstairs.

Some of our exhibitors have also provided ATMs where Visa cards can be used.

Travel in the City

Addis Ababa does not have a well-developed public transport system. Buses are usually crowded and guides are not available to visitors on destination or departure. There are mini-bus taxies that are fairly inexpensive for short-distance travel. These taxis are available on major roads in the city and can be used to travel to destinations close to the hotel where one is residing. Taxis can also be hired on an hourly or other basis. Information can be obtained from front-desks in most hotels. With the right information, traveling through the city will not be a major problem to visitors.

Tourist Sites

Addis Ababa is home to some of major tourist attractions in Ethiopia. Africa Hall, where legendary leaders like Kwame Nkrumah, Julius Nyerere and Em­

peror Haile Selassie discussed the idea of African unity and signed the Charter of the Organization of African Unity, is located on ECA grounds, minutes away from the Conference Centre. The National Museum, situated at the center of the city, provides an excellent account of the rich history of the city and its environs.

Mount Entoto, about ten kilometers from the center of the city provides a full and wonderful view of the whole city and is the site of several monasteries and palaces of King Menelik II, founder of the city. A visit to Entoto

About Addis Ababa - A Brief Guide

General

Addis Ababa, the capital city of Ethiopia, lies in the famous Shoa Plateau, and sits at an altitude of about 2400 meters above sea level. Founded at the begin­

ning of the 20th century, Addis Ababa is one of the oldest cities and has one of the richest histories in Africa. Its current population is estimated at around 4 mil­

lion people. The city has hosted a number of historic milestones in the annals of Africa, and benefits from having a wide international and cultural diversity.

Addis Ababa is considered a relatively safe city. Visitors should not have to worry much about their safety while traveling within the city during the day. There is fairly tight police security in and around the city, but it is advisable to get up-to- date security information from the hotels.

The Ethiopian clock system is 6 hours behind international standard time. Please ascertain what time system is referred to when making appointments, etc. For example, 7 p.m. standard time is 1 p.m. Ethiopian (Abesha) time, 8 p.m. is 2 p.m., 9 p.m. is 3 p.m., and so on.

Travel to and from the Airport

Bole International Airport is about 5-6 kilometers away from the major hotels in the city. With the exception of a few international hotels, such as the Sheraton- Addis and the Addis Ababa Hilton, hotels do not provide transport from the Airport. There are numerous taxis parked outside the airport that can be hired on a contractual basis. The standard rate of a taxi ride to reach one of the major hotels in Addis Ababa is within the range of Birr 20 (approximately $ US 2) - Birr 30 (app $ US 3.50). Since taxis can be shared, it is reasonably cheaper to travel by taxi in Addis Ababa.

Travel in the City

Addis Ababa has a very reliable public transport system. Taxis are available all the time and in most areas of the city. There are many mini-bus taxis that are fairly inexpensive, at a rate of 1.20 birr to Birr 2.5, for short distance travel. Taxis can also be hired on an hourly or other basis. Information can be obtained from most hotels. It is advisable to agree on a rate before embarking on your journey.

Most taxis will charge about 50 Birr per hour; but they may insist on a minimum number of hours. With the right information, traveling through the city will not be a major problem to visitors.

Tourist Sites

Addis Ababa is home to some of the major tourist attractions in Ethiopia. The National Museum, situated at the center of the city, provides an excellent ac­

count of the rich history of the city and its environs. Mount Entoto, about ten kilometers from the city center, provides a full and wonderful view of the whole city and is the site of several monasteries and palaces of King Menelik II, founder of the city. A visit to Entoto will generously reward avid birdwatchers, as it car­

ries a variety of endemic birds.

Shopping

The major shopping center in Addis Ababa is an open-air market called Merkato.

All kinds of items can be found here, ranging from food items to clothing, shoes and houseware. Visitors tend to leave with several items of interest at reasonably cheaper prices. But, one often has to haggle and bargain to get cheaper prices.

Other areas of interest include the Dembel City Center, a modern shopping mail, and various souvenir and jewelry shops scattered around the city.

Ethiopian Cuisine

Enjera, the national Ethiopian dish has become a famous cuisine in major cities such as London, Washington and other cities around the world where there are large numbers of Ethiopian immigrants. It takes a while for non-Ethiopians to get used to the sour taste of Enjera, a type of flat, spongy bread usually served with spicy stew called "wot". But, in most cases, its wonderful taste prevails and most people express their appreciation.

Banking

A branch office of the Commercial Bank of Ethiopia can be found on the ECA compound. Their office hours are from 8:30 - 1:00 and 2:00 - 5:00, Monday through Friday.

Dashen Bank, now operates VISA ATM machines in a few locations, including Bole International Airport, Hilton Hotel and the Sheraton Hotel. Some local banks at the Exhibition Concours provide Travellers' Cheques and credit card encashment. But very few businesses accept credit cards in Addis Ababa, so it is advisable to carry cash at all times.
