ECA’s African Climate Policy Centre poised to assist Africa, post-2012

Copenhagen, Denmark, 15 December 2009 (ECA) - The UN Economic Commission for Africa (ECA) has positioned itself to assist African countries in shaping appropriate policy responses and actions in a post-2012 climate change regime, said UN Under Secretary-General and Executive Secretary of the Economic Commission for Africa, Abdoulie Janneh, today in Copenhagen.
Mr. Janneh told ministers of environment who met in their second extraordinary meeting on climate change, that ECA had established the African Climate Policy Centre (ACPC) in collaboration with the African Union Commission and the African Development Bank, to carry forward post-Copenhagen work and provide African countries with appropriate technical advise to adapt to the impacts of climate change.
To deliver on its promise for Africa, said Janneh, ECA will hold an ACPC programme planning meeting in the first quarter of 2010 to which all parties and stakeholders will be invited.
“The expected outcome of this meeting will be to devise and design an ACPC programme of work that would effectively contribute to a results-focused implementation of relevant Copenhagen outcomes, as well as those of regional and subregional consultations,” he said.
Earlier, Dr. Ibrahim, representing Sudan, as the Chair of the Group of 77 and China, urged ministers to keep in kind that the fate of 650 million Africans depended on the decisions taken in Copenhagen.
He said many attempts had been made to divide Africa and water down its common position and urged that such attempts should be resisted by delegates.
He said the developed countries had not been negotiating sincerely with Africa and that they were in the habit of not disclosing their emission cuts. “We must be patient until they are ready to negotiate seriously and remain united behind our common position,” he said.
The ministers are expected to brief the Chairperson of the African Union Commission, Mr. Jean Ping and Prime Minister Meles Zenawi of Ethiopia, who will address the plenary tomorrow on behalf of Africa as the leader of the Conference of African Heads of State and Governments on Climate Change.
