EDUCATION REFORM

-AN IMPERATIVE FOR THE ENGLISH SPEAKING COMMUNITY

Since its inception in 1993, the Advisory Board on English Educa-tion has been an active advocate for educaEduca-tion refonn as a means for revitalizing English language education in Québec. First in tenns of school hoard restructuring:*

Throughout our discussions, consultations and inquiries, we have found that schJJol board reorganization is closely linked to the devel-opment of better education for young English-speaking Québecers; education that is better adapted to today' s requirements, better suited to the English-~peaking student body and more responsive to the social and cultural \,alues and aspirations of Québec's English speaking community.

The Advisory B'Jard emphasized the importance of trust and the need to ground the new system in the school communities they serve; it also stated that the new school boards should be seen as support structur{:s for schools which should become the locus of pedagogical deci ,ion making:

The issue of w~re decision-making powers should lie in the reorgani-zation of school board structures is an integral part of the attitudes of English-speaking Québecers towards the proposed reform .

consen-sus bordering on unanimity has developed around more decision-making power., at the school leve!. Rather than weakening the per-ceived need fo1' linguistic boards, it has strengthened it.
