The Government of Portugal has designated the Instituto de Medicina Tropical, Lisbon, fob the purposes of Article XI (8) of the International Sanitary Convention for Aerial Navigation, 1944, amending the Convention
of 1933, and reqtiests approval by WHO of such designation. In this connexion the footnote on the International Certificate of Immunity against Yellow
Fever, annexed to the International Sanitary Conventions of 1944, states :
"This certificate is not valid unless the laboratory performing the blood test and the method employed have been approved by UNRRA" (now by WHO).
In its statement supporting the desired designation of the Instituto de Medicina Tropical, the Government of Portugal observes that the
Institute possesses the personnel, laboratory buildings and equipment
necessary for the carrying out of sero-protection tests and that the method to be employed in the performance of these tests -will be the Smit burn modifica- tion of the original Sawyer and Lloyd technique.
In accordance with the procedure laid down by the Executive Board at xis second session, 1 the Director-General forwarded the application of the Portuguese Government, together with all relevant details, to members of the Expert Advisory Panel on Yellow Fever concerned, and invited, their recommendations as to whether or not approval by WHO of the Institute at Lisbon should be accorded. The Executive Board may, therefore, iidsh to adopt the following resolution s The Executive Board
APPROVES the Instituto de Medicina Tropical, Lisbon, for the carry-
ing out of sero-protection tests required for the international certification of immunity against yellow fever.
