A DATABASE ON ACTIVITIES AND PROGRAMMES

OF NATIONAL MAPPING AGENCIES IN AFRICA:

coverage, physical and human resources, capacity and production, gender participation, data sources

Rationale

The important role of mapping and cartographic production in national and regional planning, as well as in the programming of international assistance, has been underscored once and again by scientific and economic personalities.

However, in many international fora addressing resource information for development, as well as in a number of regional and international working documents, upon which important

decisions are made, the status of base-line geographic information in different parts of the developing world is presented and discussed. However, the information is normally quoted from old sources, which in turn originate from fragmented and incomplete surveys. This leads to a distorted view of the situation and, by extension, to the high need for reappraisal in the member States of the status of geoinformation. The last complete survey made by ECA dates back when the status of topographic mapping was presented to the 7th United Nations Regional Cartographic Conference for Africa, held in Ouagadougou. Since then some minor updating was made based on reports presented to the 8th Cartographic conference and to the meetings of Governing Councils of some ECA sponsored institutions. These reports, yet, do not provide a comprehensive information on total coverage achieved.

It was therefore decided to carry a second exercise to assess the status of topographic mapping coverage and programmes in Africa aiming at providing a realistic picture of the current situation, including weakness and strengths in human, physical and financial resources, as well as the impact of new technologies and the future trends in mapping in Africa.

Initial results were presented in Nov. 1996 to the 9th Regional Conference. However, the replies to the Survey were then, unfortunately, quite meager, in spite of the efforts of ECA to increase the number of respondents to the questionnaire. Less than 20 countries responded and many did it only partially. Due to the poverty of the sample, it was very difficult, and risky, to draw conclusions.

The 9th Regional Cartographic Conference mandated ECA to complete the survey and establish and a database on the status of mapping and base-line information coverage in Africa, and further requested member States to provide the information required by ECA to carry out the above exercise. In response to the above mandate that the Commission included it in the work programme of 1997, which was adopted by the Conference of Ministers of ECA.

The new questionnaire has been expanded to include data concerning geodesy, which was inadvertently omitted in the first one, and gender participation, which was requested by the last Cartographic Conference.

The present database contains data and statistics provided by 29 member States. It is a continuous exercise to be carried over the biennium 1998-1999 and will be continuously expanded to cover, hopefully, all the member States of the continent.

The secretariat takes this opportunity to thank all the institutions that have contributed so far

to this study and makes an appeal to those that had not done so to complete the questionnaire and

sent it promptly.
