WHO EASTERN MEDITERRANEAN REGION to the

INTERCOUNTRY WORKSHOP ON THE USE OF INFORMATICS TOOLS IN THE HEALTH STATISTICAL INFORMATION SYSTEM,

Cairo, Egypt 27–30 May 2002

Ladies and Gentlemen, Dear Colleagues,

It gives me great pleasure to welcome you to this intercountry workshop on the use of informatics tools in the health statistical information system, which presents a unique opportunity in many ways. It brings together national staff in-charge of data processing and computer systems and staff in-charge of health statistics at ministries of health. One year ago, the Regional Office organized an intercountry meeting of medical informatics focal points in the Eastern Mediterranean Region. Many of you attended that meeting and participated in the formulation of its recommendations and the regional plan of action. One of your recommendations to the Regional Office was that WHO should enhance and accelerate the work on development and deployment of the regional health statistics database in the countries of the Region, to promote electronic exchange of

statistical data and to make the definition of health indicators compatible and uniform. On the basis of this recommendation, two units at the Regional Office have been working together to enhance the database and to make it available in the countries of the Region.

The joint effort of the two units has resulted not only in technological advancement of the system, but also in the content and functionality of the system. This workshop is another positive outcome of the joint work.

Dear Colleagues,

Let us ask ourselves: what is the ultimate goal of introducing a computer-based information system in relation to the bigger picture of the health care sector as a whole?

Advancement in information and communication technologies (ICT) has introduced us to new concepts and realities, not least of which is the internet. With the phenomenal increase in the use of the internet, both as an information source and as an information medium, the concepts of e-commerce, e-government and e-health have emerged.

Information in its processed form should support action. An action is a result of a decision. The quality of the action (or decision) stems from the quality of the information it is based on. The trend to develop decision support systems at the ministries of health has been promoted in the Region. We view the decision support system as a suite of integrated management information applications that collects data from every part of the ministry of health and other relevant institutions, and then transforms it into meaningful and measurable information with administrative, management, financial, process and strategic views. We tend to enforce the concept of building a system that assembles fragments of data that is stored in piles of papers and from various sources. We believe it will help in uncovering meaningful patterns of disease distribution and resource allocations. It will transform meaningless data into meaningful knowledge.

For a decision support system to succeed, however, it should not rely only on state-of-the-art technology, but should combine with that the professional input of health managers, information specialists, statisticians, epidemiologists and health professionals

in general. A good decision support system, under the umbrella of e-health, should, first, recognize that different executives have different information needs. The decision support system addresses these needs through performance management modules tailored to specific needs. Each module provides a timely view of performance against strategic metrics.

Second, it should support a balanced approach to delivering better healthcare. The system should enable recording of data from all sources and analysis based on a planned approach as to why data is recorded, how it should be analysed and what type of decisions will be drawn from it. The ultimate goal is to improve the health care services by better utilization of information as a resource.

Third, a good decision support system should focus on and improve the workflow, by giving executive management access to comprehensive information, which facilitates informed team-based decision-making.

It should be one building block and a cornerstone for the development of the national e-government project. The e-health services will be an integral part of the e- government.

Fifth, it should comprise a web-based suite of computer applications and telecommunications facilities. The use of internet technology is not only seen as a cost- effective solution, but also enables access to information to users anywhere and anytime.

Finally, the system should be linked to geographic information systems, which will enable health indicators to be viewed against spatial data. This should allow decision-makers to link health information to geographic locations with the ability to create multipliers, such as water resources, health resources and disease distribution at the same time.

4 Ladies and Gentlemen,

The objectives of this workshop are to carry out a situation assessment of computerization of health statistical information systems in the countries of the Eastern Mediterranean Region; to introduce the regional health statistics database and its adaptation for country use; to introduce the health indicators framework as a basis for health statistics database content development; to develop capacity in using informatics applications in management of health statistics; and to develop a regional plan of WHO technical assistance on use of the adapted version of the country health statistics database.

With these objectives in mind, the workshop programme has been designed to cover all the aspects relating to the development of the regional health statistical information system, from both the technological point of view and from the content point of view. There will practical sessions to allow you to gain a hands-on experience of the system. By the end of the workshop, I hope that you will be familiar with the software, the selection process for health indicators and, more important, that you will have developed a framework for a regional plan for systematic development and enhancement of the system and its deployment in Member States. Presentations will be made by experts and staff who have been developing the system, together with country experience in utilization of the system.

I look forward to seeing the results of your deliberations on the many issues which will be raised during this workshop, and consequently to your recommendations and future plans of action, which will help us in furthering our support to member states to achieve a rational e-health status in our Region.
