The mechanism for drawing administrative decisions is one of the complex studies that intertwined with other concepts, and the administration withdraws its decision by the mechanism of correcting situations and errors in the public interest. In carrying out the withdrawal, the administration finds it self faced with three basic principles: The theory of social interest. The principle of legality and the principle of respect for acquired rights and for resolving this conflict the role of the date of withdrawal of administrative decisions, which is the deposit of the French State Council in the case of Mrs. Cachet, has been resolved by fortifying the flawed decision to produce a full-fledged raise, such as the sound administrative decision. This is a guarantee and a satisfaction to preserve the acquired rights of individuals and to avoid the principle of legality, as well as to achieve the principle of the theory of social interest.
