Politicians from prime minister Gordon Brown clown queued up this week to back the government's recession-busting policy of investment in public infrastructure.

This is good news for the industry. As we are aIl too aware, decades of underinvest- ment in the nation's transport, power and water infrastructure in favour of support for the invisible returns from the banking and finance sectors have left the country wanting.

And as we are aIl equally aware, the benefits of ploughingpublic- and private - cash into major transport, power and water supply schemes are long-Iasting and generate value way beyond their initial cost.

Which is why it is a disgrace to hear that a f300M chunk of the flbn transport infra- structure stimulus package, announced last November by chancellor Alistair Darling, remains uninvested.

It is partieularly worrying given that Brown specificaIly reminded the CBI this

week that the cure for the recession was to continue to help stimulate and create growth in the economy.

And while the flbn transport invest- ment was part of Darling's overall f2obn stimulus package, the government is still relying heavily on private sector investment in schemes such as the closed M25 widening and Manchester waste PFIs.

The whole point ofDarling's cash was to show government commitment to invest- ment, which would help build market confidence and stimulate the economy. And it is this stimulus that Brown was referring to last week. Only it hasn't aIl been spent.

So while transport minister Lord Adonis talks about high speed rail and states that

"the issue for us in Britain is not whether we follow suit, but when and how" we could be forgiven for raising eyebrows.

By aIl accounts he is a very enthusiastie and knowledgeable minister. He is a huge

supporter of the industry, and works hard to ensure that the government understands the key role that civil engineering professionals can play in boosting the economy.

He will therefore know only too weIl that six months on frOIDils announcement, failure to properly invest Darling's cash is harmful to both the nation and the industry.

Brown's message to the CBI certainly made itvery clear that he had every inten- sion of continuing to back engineers and engineering with support for and investment in public infrastructure.

The "mixed bag" of investment seen so faT is welcome, as are on-going reforms to plan- ning that have for so long plagued the UK's infrastructure aspirations.

But l\ow is not the lime for further bureau- cratie delays and dithering over investment decisions. Now is the lime for leadership- and Brown knows his lime is running out.
