HARMONIZATION OF THE IMPLEMENTATION OF UNTACDA II AND IDDA II

ADDENDUM TO PROPOSED PROGRAMME FOR COORDINATION OF ACTIVITIES

1. The ECA Conference of Ministers, at its twenty-seventh session held in Addis Ababa, Ethiopia in April 1992 in its decision Dec.1 (X111) on Industrial development in Africa in paragraph 4, requested the Executive Secretary of ECA to submit to the next session of the Commission a harmonization plan through the sectoral conferences of UNTACDA II and IDDA 11 programmes.

2. The above request was re-emphasized in paragraph 9 of the final declaration of the session .

~• 3. In compliance with the request, ECA in July 1992 prepared a proposed programme of activities and plan for the coordination of IDDA II and UNTACDA II (DOC/UNTACDA/93/3 or ECA/IHSD/CAMI.X/BUR.2/l/92).

4. The proposal, among other things, examines the common economic environment in which transport and industry are linked in Africa, by bringing out the facts that transport and communications are indispensable support services to industry on the one hand and, on the other hand, that manufacturing - an industry activity - is a major and perhaps most crucial factor input into the development and proper functioning of the transport and communications sector.

5. The proposal analyses in greater detail the global objectives and core programmes of the IDDA II and UNTACDA II, their respective strategies, institutional frameworks and projects.

6. The plan of action for the coordination of the two Decades takes into consideration some of the following:

(a) That IDDA II should foster and speed up the development of industries that produce spare parts, components, equipment and material for use in the transport and communications sector;

(b) That UNTACDAII should be used as a means for the development of specific transport and communications projects that support and strengthen the lDDA II programme;

(c) That the two Decades can benefit through mutual reinforcement and complementarity in the development of joint research activities;

(d) That the development of human resources should benefit from appropriate, national and subregional mechanisms and institutional infrastructures for manufacturing that take into account the needs of transport and communications;

(e) That common policy reforms for UNTACDAII and IDDA 11 which relate to market-oriented approaches, mobilization of domestic investment resources, attraction of foreign investment, promotion of domestic private sector, promotion of the use of local materials, and promotion of maintenance culture in Africa should be encouraged; and

(t) That all the above should be done on the basis of regional cooperation through existing or new accords, protocols, conventions, etc., in the spirit and objectives of the African Economic Community (AEC).

7. The proposal also looked into the crucial issue of resource mobilization for the implementation of the two Decades and suggested that this too should be coordinated through:

(a) Definition of priority programme in the areas of convergency and complementarity;

(h) Elaboration of a harmonized strategy for seeking external support especially for subregional and regional projects; and

(c) Coordination of actions in resource mobilization activities.

8. The Conference of African Ministers of Transport, Communications and Planning held its ninth regular meeting on UNTACDA II in Addis Ababa, Ethiopia in March 1993. Its Intergovernmental Experts had recommended to it the endorsement of the plan of action for harmonization of UNTACDA II and IDDA II which had been drawn up by ECA and considered by the eighteenth meeting of the Inter-Agency Coordinating Committee of UNTACDA II (lACe).

9. In endorsing the proposed plan of action, the Ministers specified in their resolution on the implementation of the programme of the second United Nations Transport and Communications Decade in Africa (ECA/UNTACDA/Res.93/89) para. 7(i) that "Concerning the coordination of UNTACDA II and IDDA II, UNTACDA II should continue to coordinate and implement projects relating to the manufacture of transport equipment and that ECA should set up a Iight and flexible mechanism for the harmonization and coordination of UNTACDA II and IDDA II".

10. The recommended mechanism revolves around close collaboration between ECA and UNIDO, the lead agencies for UNTACDA II and IDDA II, respectively with regular consultations with OAU and ADB, members of the joint Secretariat of the AEC.

II. The action plan covers eight major areas as follows:

(a) Development of industries producing spare parts, components, equipment and material for transport and communications;

(b) Development of transport and communications projects in support to the IDDA II programme;

(c) Research and development;

(d) Development of human resources;

(e) Policy reforms;

(I) Regional cooperation;

(g) Resource mobilization for the implementation of IDDA II and UNTACDA II; and (h) Coordination mechanism.
