12.1.4. Maternal and Child Health

COMMITTEE ON PROGRAMME

Proposal submitted by the Delegation of Byelorussia

The delegation of Byelorussia submits the following proposal for consideration by the Committee on Programme:

1. To approve the programme on Maternal and Child Health, submitted by the Interim Commission of the WHO.

2. To regard the following measures arising out of the proposals of the Interim Commission of the WHO as first priority measures:

A) Submission oi recommendations l>c•• governments participating-•

in the WHO, on legislation concerning:

(a) Care of expectant and nursing mothers and adolescents - particularly girls - and prohibiting the employment of minors;

(b) Introduction of leave of absence for expectant mothers and leave after the birth of the child, with the continuation for the duration of leave of the average monthly wages;

(c) Free attendance during the birth of the child both at home and in hospital, especially in the case of artificially aided births;

(d) The organization of public (Red Cross, etc,) and governmental institutions where free medical consultation on pregnancy hygiene, and on feeding, care and upbringing of children can be given.

It should be recommended that while preparing and promulgating the above-mentioned laws on protection and health of mothers and children, it is necessary to take into account local circumstances, the way of life and customs of each people and the standards of its education in health matters.

B) In cases where the government of this or that country is

in a difficult position and is unable to study alone the reasons for high infant mortality and to work out a programme of aotion, the У/НО, with the agreement of the government concerned, should take all responsibility for carrying out this work.

In such cases it would be very useful to send special experts and missions, but this must be combined with the despatch of medicaments, literature and, if necessary, food products.
