7The Independent Chairman submits for the consideration of the Joint Coordinating Committee the annual report for 1979 of the Socio-Economic Development Aspects of the Programme.
At the third meeting of the Nationat Committees for Onchocerciasis Control held at Bamako from 24 to 26 Aprlt 1979, it was decided that the
responsibillty for producing an annual report on development activities should henceforth lie with the Participating Governments themselves.
The presentation from the Republic of Niger (Part 1) is attached hereto and those from the other countries will be distributed as and when received.

PROJECTIhe Say arrondissement may be brlefly described as a region with tremendous economic
potential, some of which extends far beyond its narrow confines and has national or even
international implications. This potential consists of:
availability of good fertile land, both along the river bank arrondissement , with a very 1ow population density of five to

OOOhectares of cultivable but uncultivated land;
good rainfall compared wiLh the rest of the

considerable mining potential:
5OOmillion tons of phosphates confitmed in the south-
east (Tapoa); it is estimated that one thousand million tons are available in the
region. Iron is present near Say.
However, the other side of the coin is not so favourable. The Say a.rgo4dissement is subject to certain obstacles which are seriously hampering development:
the existence of endemic diseases such as onchocerciasis and animal trypanosomiasis;
the isolated nature of the region;
the scarcity of water, because the region is part of the LipEako-Gourma.

DEVELOPMENTOF
SAYARRONDISSEMENT: THE SAY
PROJECTSince April 1974, the Government of Niger has been concerned with the setting-up of appropriate structures for the integrated development of the Say region.
1. Studies
A certain number of studies r^rere undertaken, financed from the US$
5OO OOO madeavailable by
UNDPto each of the countries participating in the Onchocerciasis Control Programme in the Volta basin. Accordingly, the following studies were carried ouL:
aerial photographs of land occupancy, RAF/74/044 (June 1976). The majority of the arrondissement has been covered, the remainder soon will be;
- human sciences studies dealing with the agrarian, land ownership and socioeconomic
structures of the region, AXfiS/OZ1; carried out by the Human Sciences Research
Institute (l{ay 1977);
- reports and missions on planning by DHV consultants (Dutch) , nAlf/lS/OZO.
An unexpended balance from the
UNDPfund will enable us to cover the rest of the arrondissement with aerial photographs and to make a supplementary survey of migration.

science and hydrogeological studies:
- Ttre soil science studies of Dyabou Plateau have been completed. They were carried out by ORSTCI"I. Project No. 583-0218 - financed by USAID (US$ 15 0OO).
- Hydrogeological studies financed by USAID (US$ 230 O0O); Project No. 683-0219.
Ihese began in November L977 and are now in Eheir final phase, i.e. drillings.
2. Preparation of documents on proposed action in
Sayarrondissement
After initialLy concentrating (f974) on the problem of migration, the objectives for the
development of the
Sayarrondissement were revised at an interministerial meeting on 23 December L977.
For Niger, migration in itself cannot be a major objective. It forms Part of a wider development project for the region.

at the indigenous population in order to establish a certain number of minimum conditions for improving the standard of living of the indigenous population and future irnmigrants.
Accordingly, the integrated development strategy for Say arrondissement can be sununarized as follows:

acompromi-se between its
tremendous potential on the one hand and the serious obstacles on the other hand.
Ttre development strategy for this region has been designed in accordance with an integrated structure of national complementarity, but this does not rule out a certain
number of specific local features.
Because of the range of activities which can be undertaken in the
Saythis area has a very large economi.c and social development Potential.

General obiecEives
The development of a counEry is based on the real problems facing its popul-ations.
In Niger, the present Government has realized that the drought and its consequences compel the country to do everything possible to combat hunger, thirst and disease.
As part of this struggle the Say arrondissement has a modest contribution to make in agriculture, forestry and mining. However, the region also has its share of problems, the
solving of which is essential and a prerequisite for possible economic expansion. These
problems are water, health and isolation.
The first objective of the present project is to increase cereal production. Every-
thing should be done to obtain from this reBion the surplus crops it is capable of producing
and to provide adequate structures for distributing this surplus i.n an effort to balance
national food supplies.
Again in the interests of food balance, livestock production potential should be
exploited by parasite control among animals and other veterinary activities.
The acquisition of cash income will enable the populations of Say to become more closely
involved in national and even international trading. Here we refer not only to the income
derived from the agricultural surplus but also to the future inccnne from the exploitation
of the region's mining resources.

The strategy at this level will be to avoid at all costs the pitfalls of polarization, whether sectoral or geographical. On the contrary, complementarity must be achieved between crops and livestock, between agricultural and mining development.
The setting-up of infrastructures and resources to achieve the above objectives will
make it possible to create a certain number of conditions favourable to a project for settling populations (migrant) in the empty and fertile parts of the Say arrondissement.
The general objectives listed above were discussed in a document entitled: rtSay project
development and exploitation of
Sayarrondissement. Document I. Proposalst'. This document I covers (a) the physical and socioeconomic characteristics of the arrondissement and (b) the general proposals made on the basis of the general objectives surmnarized above.
Document II, I'AcEivities for the first phase", was prepared 1ater. This concerns
activities to be undertaken to develop the arrondissement dur ing the first phase of three or
four years. It should be pointed out that the overall project is planned to cover a 1O-year
period. The various points covered by the first phase of activities are sunrnarized below.
