African parliamentarians to explore how to take advantage of the digital revolution

Addis Ababa, Ethiopia, 19 February 2009 - The conference on Information and Communication Technologies (ICTs) that opens in Kigali, Rwanda from 3 – 5 March, 2009 will provide a unique opportunity for African Parliamentarians to find out how to take advantage of the digital revolution to strengthen democratic participation and accountability, improve effectiveness and efficiency of public service, according to Rwandan Parliamentary sources.

The conference will bring together African parliamentary leaders from different countries under the aegis of the Pan African Parliament, with the aim of creating awareness on the important opportunities and challenges in the development of the African Information Society.

It will explore and debate several topics that are relevant to the growing need to use the "digital revolution" as an opportunity to advance the social and economic development of the African continent. The sessions will range from ensuring access to infrastructure to access to knowledge – from developing the institutional arrangements necessary for ICT sector development to where Africa stands in terms of current policy outcomes. The second day will be devoted to focusing on strategies that address these challenges in Africa and applying ICTs in support of parliamentary initiatives to support Africa’s integration and harmonisation agenda and building national capacity, among others.

The Conference is being co-sponsored by the Government of Finland through the second phase of the “ECA-Finland Cooperation on ICT Development in Africa” and hosted by the Parliament of Rwanda in collaboration with the organizers, the United Nations Department of Economic and Social Affairs (UNDESA) and the United Nations Economic Commission for Africa (UNECA).

In addition and prior to the Conference, ECA in collaboration with the United Nations Asia and Pacific Training Center for Information and Communication Technology for Development (UN-APCICT), and with the support of the Government of Korea and Japan, will launch the “Academy of Information and Communication Technology (ICT) Essentials for Government Leaders in Africa”. This consists of a core Information and Communication Technology for Development (ICT4D) curriculum with eight stand-alone modules ranging from basic to more advanced topics on ICT4D.

Members and ICT staff of Parliaments will be introduced to the first two modules of the Academy entitled “The Linkage between ICT Applications and Meaninigful Development” and “ICT4D Policy, Process and Governance”.

Information and Communication Technologies (ICTs) present a unique opportunity to strengthen democratic participation and accountability, improve effectiveness and efficiency of public service and create conditions for economic growth and development.

However, with these opportunities come the challenges of ensuing that they do not further extend the gap between the haves and the have-nots – what has become known as the “digital divide”.
