Addis Ababa, 5 November 2013 (ECA) - The 2013 Mutual Review of Development Effectiveness in Africa (MRDE) report jointly prepared by the UN Economic Commission for Africa (ECA) and the Organization for Economic Co-operation and Development (OECD) is now available. The joint publication has featured at the ongoing Africa Regional Consultative Meeting on the Sustainable Development Goals, holding from 31 October to 5 November in Addis Ababa, Ethiopia

The MRDE is an exercise in mutual accountability undertaken jointly by the ECA and the OECD following a request of NEPAD Heads of State and Government in 2003. Its purpose is to assess what has been done by Africa and its development partners to deliver commitments in relation to the continent’s development, what results have been achieved, and what the key future priorities are. It complements the

self-assessments produced by each side to the partnership and looks at commitments made by political leaders collectively, rather than national governments individually. In doing so, it attempts to look at overall performance, recognizing however, that within this there is a large degree of variation and diversity between countries.

The 2013 MRDE Report recognizes the remarkable changes taking place in Africa, the significant progress which has been made towards the MDGs, the scale of the challenges which remain, the lead which is being taken by African governments and their citizens, and the importance of continued support from Africa’s partners in the wider international community. Against this background, the report makes the following recommendations:

African governments : (i) to maintain the momentum of political and economic reform and their collective efforts to bring greater peace and security to the continent (ii) to deepen the process of regional integration, including in the key areas of trade and infrastructure (iii) to continue to increase domestic resource mobilization and capitalize on the opportunities for attracting increased domestic

and foreign investment; and (iv) to use these resources to accelerate progress towards meeting the MDGs;

Development partners : (i) to deepen co-operation in key areas of economic governance, such as preventing the erosion of tax bases and tackling illicit capital flows, in order to support Africa’s efforts to increase domestic resource mobilisation (ii) to continue to resist protectionist pressures, and re-double efforts to bring the Doha Round to an ambitious and balanced conclusion whilst also striving for early harvest agreements (iii) to resist pressure on aid levels, and increase aid to Africa in line with

previous commitments; and (iv) to facilitate Africa’s enhanced participation in any new arrangements for global governance;

The wider international community collectively : (i) to seize the opportunity of the new Global

Partnership for Effective Development Cooperation to accelerate progress towards the MDGs by 2015, and (ii) to work together to build a development agenda beyond 2015 which will promote global prosperity, reduce poverty and advance social equity and environmental protection.
