THIRD NATIONAL INTER-AGENCY COORDINATION MEETING IN SUPPORT OF THE EXPANDED PROGRAMME ON IMMUNIZATION

IN PAKISTAN

Your Excellency, Ladies and Gentlemen,

It gives me great pleasure to welcome this distinguished gathering of nationals and representatives of partner agencies and organizations to this third National Inter-Agency Coordination Meeting in support of the Expanded Programme on Immunization including poliomyelitis eradication in Pakistan. I would like to express my deep appreciation and thanks to all of you for the interest and support you have shown and for making the effort to come and attend this important meeting.

Dear Colleagues,

Pakistan is making significant progress towards polio eradication. Polio national immunization days have been implemented each year since 1994. The last two of these immunization days, as indicated by the rapid assessment by an independent team, were very successful. More recently, additional successful sub-national immunization campaigns have been conducted in high-risk border areas and in most of Sindb, Baluchistan and North-West Frontier Province. The cornerstone for this success was collaboration between the Government of Pakistan and the global coalition of partners.

Resources were mobilized for implementation of these days both from inside the country and from external sources. The support of various partners, including the Centers for Disease Control and Prevention, Atlanta, USA, Rotary International, UNICEF, the United Nations foundation and the Governments of Japan and of the United Kingdom and UNICEF and WHO was crucial for the success'of these activities.

Accelerated efforts and achievements have not been only conducting national immunization days, but also acute flaccid paralysis surveillance, a most important strategy in polio eradication which has been given full support from all of us. Pakistan is approaching the level of sensitivity and quality of surveillance that makes us sure that the data generated is a real reflection of the actual situation. AFP surveillance is supported by an excellent laboratory which is also serving as one of the regional reference laboratories for polio eradication. I am confident that every effort will be made to sustain and further develop this efficient system of reliable quality.

Dear Colleagues,

Despite these tremendous achievements, there are many challenges still facing us as we approach the target date for polio eradication. Circulation of poliovirus in the country remains widespread and nearly 500 cases were reported for the year 1999. We believe that the main factors responsible for persistent virus circulation are low routine immunization coverage coupled with conditions of overcrowding and poor sanitation. I am sure you are all aware that the first strategy for achieving and sustaining polio eradication is to maintain high routine immunization coverage and this requires a strong routine EPI programme in all areas. Therefore, there is an urgent need to strengthen the weak routine EPI programme,

which is not only a problem in polio eradication but also in the control, elimination and eradication of other vaccine-preventable diseases. Neonatal tetanus is still very common in Pakistan, as about 30 000 cases are estimated to occur annually. Measles is still common with occurrence of frequent outbreaks and is beyond the desired control levels. I am sure you will share my view that we have to address routine immunization issues and to consider supporting them so that the relevant disease reduction and elimination targets can be achieved. Substantial additional resources need to be mobilized to meet the goal of polio eradication and the challenge of improving routine EPI.

Dear Colleagues,

The presence of His Excellency the Minister and senior officials from the Ministry of Health of Pakistan is a reflection of the strong political commitment with full support from the Government including highest political leaders and government officials at the national and provincial levels. This effective commitment is needed to ensure programme ownership by each province and appropriate implementation in each district. Some of us will be visiting the provinces in the coming few days and I look forward to having this commitment and ownership emphasized and reflected in actions for acceleration of EPI in general, and polio eradication in particular.

In conclusion, I wish to take this opportunity to again thank you all individually for your efforts and continued partnership and support. I look forward to your renewed commitnient and contribution to the national EPI and poliomyelitis eradication in Pakistan.
