2.10 Safe us e of pesticides: cl as sification of pesticides acco rd in g to hazard 3.16 Coordina t ion w i t h the Un i te d Nations system
3.16.6 WHO's human h ealth and environment programme: coordi na ti on on programmes and a c ti o n in the field of the environment

N o t i n g that the Proposal has b e e n c irculated b y the Director-General to M e m b e r States and int er national agencies; and
R e c o g n i z ing that the classi f i ca t io n m a y be further deve l ope d in co n sultation w i t h M e m b e r States, international agencies a nd regional bodies,
1. AD O P T S the Proposal an d recommends the use of the Cl as si fi ca ti on to M e m b e r States, int e rnational agencies a n d regional bodies;
2. REQUE S TS the Di rector-General to continue to develop the Classi fi ca ti on and to report progr ess to a future session o f the E x e cu t iv e Board;
3. REQUE S TS a ny M e m b e r State to inform the Director-General w h e n e v e r it considers that an ad j ust men t should be m a d e to the C la s s i fi c at io n in respect of a p a rti c ula r pesticide, and the reasons ther.efor;
4. REQ UE ST S the Dir e cto r-General to circulate the information received to all M e m b e r States.

W H O 'S HUM A N H E A L T H A N D ENVI R O N M E N T PROGRAMME: CO O RDINATION OF PROGRAMMES A N D A CT I O N IN THE F I ELD OF THE E NV IRONMENT
The T w ent y - e i g h t h W o r l d H e a l t h Assembly,
Having co ns ide r ed the report of the Director-General on the activities of W H O in human environmental h e a l t h ; 1 and
Reaffirming resolution W H A 2 7 . 5 0 and resolutions of previous W or l d H e a l t h Assembl ie s on this matter;
1. NOTES the report;
2. RECOMMENDS to M e m b e r States
(a) that ad e quate coordination be established at the national level so that the
improvement and protec t io n of human h ea lt h become an important objective in the planning and im pl ementation of environmental programmes, and
(b) that the capacity of the W o r l d He a l t h Organiz at io n be ut ilized towards attaining that objective;
3. REQUESTS the Director-General:
(a) to continue his c ollaboration w i t h both national and international agencies and programmes in this field, w i t h special emphasis on coordination w i t h i n the United Nations system;
(b) to provide continuing leadership in m a k i n g health concerns a m a j o r objective of environmental programmes and action, both at the national and the international level;
(c) to invite intergovernmental and nongovernmental, as well as national agencies, to contribute fully to the Organization's H uman He al th and Environment Programme, and (d) to report on coordinating developments and their implications w h e n r e porting to
the fifty-seventh session of the Executive Board and the Twenty- n int h W o r l d He alth Ass e mbl y in accordance wit h resolut i on WHA27.49.
FLUORI D AT I ON A N D DENTAL HEA LTH
The Twen ty -e ig hth W o r ld Health Assembly,
H a v i n g considered the D i r ector-General's report, present e d in a cc or da nc e w i t h resolution EB53.R30, on the pro m oti o n of the fluoridation of community w a t e r supplies and other approved method s for the pre v ent i on of dental caries and on the support of research on the etiology a nd pr ev e n t i o n of dental caries;
A g r e e i n g upon the growing w o r l d - w i d e importance of the preven ti on of dental caries as related to changing nu t ritional patterns, especially the increased intake of refined carbo
hydrates ;
N ot i n g that no na t i o n can expect to solve the problem of dental caries solely by the provis io n o f curative dental services;
C on s idering that sufficient information on the safety and effectiveness of the use of fluorides as a m e t h o d to prevent dental caries has already been obtained;
N o t i n g that, w h i l e o p timization of the fluoride content o f w a te r supplies remains the m o s t effective known m e a n s of prevent i ng dental caries, other systems of securing some of the benefits of fluoride p rot e ct i o n in areas w h ere the fluoride content of d r inking w at e r is insufficient, and fluoridation is not feasible have been deve l ope d and/or tested since the Twenty -s e c o n d W o r l d H e a l t h Assembly;
Bearing in m i n d that the W o r l d H e al t h Or ganization assists Me m b e r States in the provision of safe wa t e r supplies, it is important that in these programmes dental h ea lt h aspects should be considered; and
No ti ng that m a n y M e m b e r States are not yet fully exploiting either w a t e r fluoridation or other fluoride systems in organized caries prevention programmes,
1. THANKS the Director-General for his report;
2. RECOMMENDS that the W o rld Health Organization:
(a) undertake the pro g ra m me p ro posed by the Director-General;
(b) promote approved met ho d s for the prevention of dental caries especi a lly by optimization o f the fluoride content of w a t e r supplies; and
(c) assist M e m b e r States in the p la n ning and implementation of national caries p reven ti o n p r o g r a m m e s .
3. CALLS UPON M e m b e r States to consider as a m at te r of immediate importance the development of programmes for dental caries preven t i on w i t h i n national health programmes; and

4. REQUESTS the Director-General:
(a) to endeavour to obtain financial support from b u d get a ry and n o n - b u d g e t a r y sources for this programme; and
(b) to report p e r i o d i c a l l y to the W o r l d He al th A s s e m b l y on the progress o f the programme, w i t h particular reference to the effects on populations of programmes of dental caries prevention.
