A s Regional Organizations a r e i n t e g r a l p a r t s of
WHO,
t h e i r budgets must be p r e s e n t e d t o t h e World H e a l t h Assemblya s
p a r t of t h e budget which t h e Director-General,i n
accordance w i t h t h e C o n s t i t u t i o n ,i s
r e q u i r e d t o p r e s e n t . The r e g i o n a l budget should i n c l u d e t h e complete p l a n of o p e r a t i o n s f o r t h e y e a r and should i n d i c a t e what p a r t , I f any, i s expected t o be met by supplementary c o n t r i b u t i o n s by t h e S t a t e s i n t h e Region. Normally, t h e r e g i o n a l budget w i l l be recommended t o t h e Director-General by t h e Regional Committee. The r e g i o n a l budget should be d i v i d e d I n t o two p a r t s :

This budget should be p r e p a r e d f o r t h e o p e r a t i o n of t h e Ftegional O f f i c e proper. Normally t h e c o s t s of t h e Regional O f f i c e w i l l be met by funds made a v a i l a b l e by the Organization.

f e l l o w s h i p s , medical l i t e r e t u r e , s p e c i a l medical t e s c h i n g equipment, e t c . This budget should take
