The r e g i o n a l budget should i n c l u d e t h e complete p l a n of o p e r a t i o n s f o r t h e y e a r and should i n d i c a t e what p a r t , I f any, i s expected t o be met by supplementary c o n t r i b u t i o n s by t h e S t a t e s i n t h e Region. Normally, t h e r e g i o n a l budget w i l l be recommended t o t h e Director-General by t h e Regional Committee. The r e g i o n a l budget should be d i v i d e d I n t o two p a r t s :
