Considering that in the present state of science certain prophylactic measures can be applied to all travellers, whatever the form of transport they employ;
the conception of international sanitary regulation must be greatly extended. The question is no longer to revise, article by article, regulations some of which were applicable to maritime navigation or to air navigation, and others to prophylatic measures carried out on land frontiers. After the establishment of a firm scientific basis for the prophylaxis of certain particularly
dangerous infectious diseases, world health legislation must be entirely reconsidered and made a homogeneous rhole in which
particular cases will be assigned their place and proper importance.
The various international sanitary' conventions, that of 1926 - 1944 on maritime navigation, that of 1933 - 1944 on air navigation, and others of less importance, should therefore be combined into a single body of regulations to form the International Public Health C o d e .
