H. E. Mr. Olabiyi Babalola Joseph YAI

On the occasion of the Fourth Session of the Intergovernmental Committee (4.COM)

Abu Dhabi, United Arab Emirates 28 September to 2 October 2009

His Excellency Sheikh Sultan Bin Tahnoun Al Nahyan, Chairman of the Abu Dhabi Authority for Culture and Heritage,

Mister Vice- Minister of Culture, Youth and the Development of the Community, Mister Chairman of the General Assembly,

Mister Chairman of the Intergovernmental Committee Excellencies,

Ladies and Gentlemen,

As-salam ‘alaikum,

You can imagine how honoured I am to be present today at the opening of this fourth session of the Committe here in Abu Dhabi. This session will, no doubt, be of particular historic and emotional significance as we will celebrate our cultural diversity manifested in the intangible heritage and launch an effective message about the importance of its safeguarding.

But first of all allow me to express my deepest gratitude to the Government of the United Arab Emirates and in particular to the Abu Dhabi Authority for Culture and Heritage, for your remarkable hospitality and extraordinary generosity for the organization of this meeting in such exceptional conditions.

Living, or intangible, heritage anchors our sense and consciousness of identity and continuity, renewal and transformation so essential to the life of all societies, and is the real mainspring of the world's cultural diversity. Indeed, communities understand and express their emotions, intentions, values and conception of the world through cultural expressions and representations, knowledge and artefacts that are handed down from generation to generation. As we all know, this constantly evolving, yet fragile heritage is under threat today. Just to name some, globalisation, rural exodus, war, cultural illiteracy, mass tourism and modern unidimensional lifestyles are challenging this living heritage. It is our obligation, as UNESCO, to support all efforts aiming at promoting our cultural diversity, not only by preserving the values and practices that define the way of life of those that bear and transmit intangible heritage manifestations, but also by promoting respect for other cultural traditions and ways of life. They are a way of engaging with cultural differences and building social harmony.

You will soon inscribe new elements of the intangible cultural heritage on the lists of the Convention, and you will also recognize and promote those safeguarding practices that best reflect the Conventions’ principles and objectives. Your work will encourage and

that the bearers of the manifold traditions alive today may share their heritage, within and across borders. These living heritages, beyond their heritage value, are sediments of generation of wisdoms, values and traditional knowledge, unparallel legacies, precious to inspire us on ways to face the challenges the world is witnessing today.

Your work will help the international community at large to learn from each other and to join efforts in helping communities continue to practice and transmit their living heritage.

L’inscription sur les listes impose également une grande responsabilité : celle d’assurer la sauvegarde de ce patrimoine vivant ou immatériel. Vous ferez en sorte que la Convention pour la sauvegarde du patrimoine culturel immatériel devienne l’outil efficace que nous attendons et espérons tous. Votre travail sera riche en enseignements et en mesures concrètes qui permettront de tirer le plus grand profit des expériences réussies et d’éviter de tomber dans les pièges de celles qui ont échoué. En effet, comme nous le savons tous, les bonnes intentions, les bonnes actions peuvent avoir des effets-retours contraires et opposés aux intentions premières.

A cet égard, par exemple, nous devons être conscients de l’importance d’assurer un équilibre géographique entre les régions ou au sein d’une région des éléments inscrits sur les listes. Un équilibre devra également être trouvé dans la répartition des éléments sur la Liste de sauvegarde urgente et la Liste représentative, et une attention particulière devrait être attribuée à la dissémination et la promotion de bonnes pratiques de sauvegarde.

Ceci contribuera sans doute à promouvoir l’importance du patrimoine culturel immatériel comme « creuset de la diversité culturelle et garant du développement durable », en lien avec l’une des grandes priorités de l’UNESCO, à savoir le développement durable. Cette dimension est particulièrement importante dans le contexte actuel de crise économique et sociale sans précédent, de mondialisation et de migration massive.

La sauvegarde de la diversité culturelle, à la fois source fondamentale de renouveau social et ressource pour les stratégies nationales de développement, reste le moteur de notre action. Il relève de notre responsabilité commune de veiller à ce que les générations actuelles et à venir puissent continuer à transmettre leur patrimoine culturel immatériel, dont la sauvegarde est une des bases du développement durable. Chacun de nous a un rôle à jouer, et se doit de le jouer pleinement.

Nadie ignora aquí que comienza hoy una etapa importante en la vida de la Convención.

Habida cuenta del denso programa que se perfila, el Comité Intergubernamental deberá asumir numerosas e importantes tareas y responsabilidades con miras a lograr sus objetivos y sentar las bases para una futura aplicación efectiva de la Convención.

Nadie duda tampoco de que el Comité sabrá superar las dificultades y encontrar soluciones a los problemas que se puedan plantear y que, con las decisiones que

tomen estos días, guiarán a todos los Estados Miembros de la UNESCO en sus esfuerzos de salvaguardar su riqueza patrimonial.

Les deseo, pues, unas jornadas de trabajo muy fructíferas.
