Radiations and EB17.R59 on the E f f e c t s of Radiation o n Human G e n e t i c s . 3

1.2 The N i n t h W o r l d Health A s s e m b l y after examining the r e p o r t s b y the Director- General on the peaceful uses of atomic energy t o the seventeenth session of the Executive B o a r d ^ and t o the Ninth W o r l d H e a l t h Assembly^ adopted resolution WÍA9,54^, T h i s resolution requested the Director-General t o continue t o

collaborate w i t h the Se ere t ary-Gener a 1 of the United Nations and w i t h the specialized agencies concerned, in particular b y participating in t h e work of

the sub-oorranittee o n atomic energy of the Administrative Committee on Co-ordination•

T h e i m p o r t a n c e of co-ordination of the n e w Agency\s activities w i t h t h o s e of t h e U n i t e d Nations and t h e specialized agencies iras f u r t h e r stressed i n a document entitled "Stuc^y* of t h e Question of the R e l a t i o n s h i p of t h e I n t e r n a t i o n a l Atomic Energy A g e n c y t o t h e U n i t e d N a t i o n s , p r e p a r e d b y the S e c r e t a r y - G e n e r a l of t h e United Nations i n c o n s u l t a t i o n w i t h the A d v i s o r y Committee on the P e a c e f u l Uses

o f A t o n i c Energy"• I n this document the p r i n c i p l e s of r e l a t i o n s h i p of the n e w A g e n c y t o t h e United Nations and t h e s p e c i a l i z e d agencies w e r e p r o p o s e d ; i n p a r a g r a p h (9) it is stated that "The A g e n c y should undertake to co-operate^ i n accordance Ш-th its Statute^ i n w h a t e v e r m e a s u r e s m a y b e recoirmiencled b y the U n i t e d Nations i n order to e n s u r e effective c o - o r d i n a t i o n of its a c t i v i t i e s w i t h t h o s e of the U n i t e d Nations a n d o f t h e specialized agencies• C o - o r d i n a t i o n should a i m at avoiding overlapping and duplication of a c t i v i t i e s . The Conference on the Statute of the International Atomic Energy A g e n c y further elected a Preparatory Commission for the new Agency w h i c h w i l l r e m a i n In existence u n t i l the General Conference has convened and a B o a r d of Governors selected. The Conference also adopted a resolution recording its opinion t h a t the headquarters of the A g e n c y should b e in V i e n n a , and requesting the Preparatory Commission to Ъе guided b y this p r e f e r e n c e .

A n a n n e x t o the Statute describes the functions of the Preparatory C o m m i s s i o n . Paragraph (7) of this annex is of some interest and is quoted below:

" T h e Preparatoiy Commission shall:

7 - ( a ) Enter into negotiations w i t h the United Nations w i t h a view to the preparation of a draft agreement in accordance w i t h Article X V I of this S t a t u t e , s u c h draft agreement to b e submitted to the first session of the G e n e r a l Conference and t o the first m e e t i n g of the Board of Governors > and (b) m a k e recommendations to the f i r s t session of the G e n e r a l Conference and to the first m e e t i n g of the B o a r d of Governors concerning the relationship of t h e A g e n c y to other international organizations as contemplated in Article X V I of this Statute

It should also b e noted that Article X V I A of the Statute runs as followst

" A . The B o a r d of Governors w i t h the approval of the General C o n f o rence is authorized to enter into agreement or agreements establishing a n appropriate relationship b e t w e e n the A g e n c y and the United Nations and any other organizations the w o r k of w h i c h is related to that of the Agency•“

It is understood therefore that it is w i t h the Preparatory Goirmiission that W H O w i l l have to commence negotiations w i t h a view to concluding an agreement w h i c h w o u l d eventually have to b e approved b y the H e a l t h A s s e m b l y and the Bôard

of Governors of the A g e n c y , This agreement could b e similar - mutatis mutandis -

A n advanced course on radiation protection for public h e a l t h officers, occupational h e a l t h officers and public health chemists, w a s organized b y the French Government at the Centre N a t i o n a l d^Etudes N u c l é a i r e s , Saclay> F r a n c e , from 19 November to 16 December 1956. T h e European Office of W H O w a s able to award a nuiriber of fellowships for this course from other European countries and to help w i t h the provision of foreign l e c t u r e r s . The course should provide a valuable means of training for public health officers in French-speaking countries» Pre- liminary arrangements w e r e also made for a n international course on "health physics"

The w o r k consists in the collection of d a t a , the preparation of expert committees and seminars, assistance to the regions in planning their future programmes ; and also in the following u p of the recQinmendaticttis made b y the study groups convened in 1956 on Radiological Units and Radiological

Protection and on the Effect of Radiation on I b m a n H e r e d i t y . participation in the Atomic Energy Sub-Committee of the Administrative Committee on Co-ordination and attendance at the Scientific Committee on the Effects of Atomic Radiation

; set u p b y the General A s s e m b l y of the United Nations• It is also

expected that in 1958 co-operation w i t h the new 工nternational Atomic E n e r g y Agency w i l l necessitate a substantial amount of w o r k .

In addition to services for the expert committees mentioned b e l o w , the staff dealing w i t h atomic energy w i l l co-operate w i t h other units at Headquarters in the preparation of a seminar сю. the disposal of radioactive w a s t e (included in the

estimates as a supplement to Region Undesignated). The staff will also assist the R e g i o n a l Office for E u r o p e in the organization and conduct of a training course on

radiation p r o t e c t i o n , provided for in the estimates for the European R e g i o n . For the reason already mentioned in Official Records N o0 66, it has n o t been found possible to decide to which department this small u n i t should be attached•

For budgetary purposes it is still showi under Central Technical Services> but its activities w i l l still be supervised b y the Director-General^»

Consultants

In view of the increasing diversity and the highly specialized character of the subjects to be dealt w i t h , short-term consultants w i l l also be required; and

provision for nine consultant months (as against six and a half for 1957) is included in the estimates for 1958。

Duty Travel

P r o v i s i o n is made for ал increase for duty travel in v i e w of the growing need for contact viith workers in different parts of the w o r l d; for visits to training centres and contacts w i t h the International Atomic E n e r g y A g e n c y and the United N a t i o n sA and for participation in inter-agency meetingsч

This seminar is n o t intended to be as technical as a h e a l t h physics course and therefore a w i d e r range of applications w i l l be considered^

for instance from: (i) candidatos having a medical background w i t h

some experience of atoraic energy or other r a d i a t i o n w o r k ; (ii) sanitary engineers w i t h some radiation experience; (iii) health physicists;,

(iv) certain other c a n d i d a t e s; p o s s i b l y w i t h a chemical or biological background» The seminar (estimated cost, ^ 23 1 5 0 ) w o u l d be oriented towards the h e a l t h protection aspects rather than to engineering or

chemical methods of waste disposal^ so far as those aspects of the

subject can be separated,, There is in Europe and many other parts of the world a strong demand for training in the disposal of radioactive w a s t e ,

(1) N o t e s with satisfaction that considerable progress has been made since the eighth session of the G e n e r a l Conference w i t h regard to the p e a c e f u l utilization of atomic energy;

(2) Expresses its gratitude to the scientists of various countries who have played a n important part in international collaboration in the domain of atomic research;

(3) B e i n g aware of these facts, the G e n e r a l Conference is of the opinion that it is necessary to continue to d e v e l o p the most intensive

international collaboration for the p e a c e f u l utilization of atomic energy, and to extend such collaboration even in fields w h i c h are n o t directly affected by the activities of the International Atomic

E n e r g y A g e n c y , and

The Committee considering that it is desirable that consultations should be instituted at an early date to lay the foundations for the future working relationships between tho I.L.O. and the Agency, recommends the Governing Body to authorise the Director-General to initiate discussions with the Preparatory Commission of

the International Atomic Energy Agenny or the Agency, as may be appropriate^
