My government has accepted the proposal of the Economic Commission for Africa for the mutual exchange of maps9 "basic cartographic data and respective publications covering the African continent. This mutual co operation is already under way between the Map Documentation and Reference Centre for Africa and the Central Office for Geodesy and Cartography, and can be also extended to Joint Centres*.

As president of Commission IV dealing with Surveying the Sarth's Surface from Aerial Photographs, I have pleasure in inviting all partici- pants to this symposium in the name of the organizing Committee and in my

II. Federal Republic of
The Government of the Federal Republic of Germany as well as the German agencies for surveying and mapping are convinced of the necessity of modern geodetic data and maps for the economic ^development of African countries. Therefore, they are fully interested in the activities of JCA and the various countries in strengthening African cartographic work.
The efforts to establish Training Centresuand Joint; Centres for Specialized Services will "be supported.by my Government, This will he done not only "by regular contributions to the special Fund and Technical Assistance programmes-of the United Nations but also .by direct cooperation with the above mentioned 3CA centres and/or their host countries.
As far as the Joint Centres are concerned, I am glad to be able to commixnicatef:ithat my Government, intends, to give assistance by furnishing modern equipment as well as by sending well trained specialists at the
starting phase of the centre.
The agencies and experts of my Government hold, the opinion that .photomaps are an important mean to fulfil the urgent requirements in the
field.of development planning and map production. Therefore, my Govern ment would concentrate its aid to this photogrammetrie task by establish ing in a Joint Centre a laboratory for tho production of orthophotomaps by means of the orthoprojector, combined with a suitable stereo restitu
tion instrument.
III. India
In accordance with its P9licy of developing scientific, technical and economic co-operation with African countries, the Government of India extends its full co-operation for this.undertaking and will gladly render
such help and assistance as. it is.&ble to give. ;

existing national institutions, such as African universities, which are prepared to assume a regional training function, in order to assist
African states or groups of states which wish to "build up their competence r in surveying and mapping: and are;, prepared to allocate enough of their own A resources for that purpose to demonstrate the seriousness of their interest*
The needs of African states for limited numbers of highly trained persons in the fields of surveying and mapping may also "be met in some measure under the..American African Scholarship Program of American Univer
sities (A8PAU) and African Graduate Scholarship Program (AFGRAD) scholar
ship programs for undergraduate and graduate study in American colleges and universities* Interested African states should contact the local U.S. AID mission or American Embassy for details as to the .conditions of scholarship
awards under these programs.
In addition, the U.S. Government is willing to consider any proposals that may "be submitted "by African governments for U.S. assistance in the execution of cartographic surveys. Such surveys also afford opportunity for the practical training of qualified Africans. In weighing which requests for such surveys are to "be implemented, the U.S. Government, would, as a
general rule, accord priority to those requests xfhich are most directly related to and needed for imminent or near term economic development activi
ties or projects.
The U.S. Government also .supports UN mapping and surveying activities indirectly through its contribution of forty percent of the resources of
the UH Special Fund.
From time to time,, the U.S. Government may also have available excess proparty that could be used for surveying and mapping activities* The Agency for International Development is prepared to consider requests for
the.transfer of such property to African states and to African regional institutions provided certain conditions are fulfilled. These conditions have as their objective to assure the-proper utilization of the equipment for purposes important to economic development and the.requisite manifesta tion of self-help by the prospective applicant, repressions of interest

in such property together with a description of the intended use should

From the foregoing, it is evident that the U.S. Government shares whole heartedly the interest of the African states and of the Eocnomic Commission for Africa in the support of Mapping and surveying activities for promoting African economic development.
