Article Xl(8) of the International Sanitary Convention for Aerial
Navigation^ reads : "That in place of a valid ant i-yellow fever inoculation certificate, a certificate that the bearer has recovered from an attack of
yellow fever and that his blood contains immune bodies against yellow fever, as proved Ъу a test carried out by an institute regularly carrying out biological tests for yellow fever and approved for this purpose by the government of the country concerned, will Ъе accepted".
For the purposes of the said Article, the Belgian Government has designated the Stanleyville Laboratory as such an institute and requests WHO approval of the designation. In this connexion the footnote on the International Certificate of Immunity against Yellow Fever, annexed to the International Sanitary Con-
ventions of 1 9 И , states: "This certificate is not valid unless the laboratory performing the blood test jand the method employed have been approved Ъу 1ЖЕША"
(now Ъу WHO). �

In the statement supporting its designation of the Stanleyville Laboratory, the Belgian Government observes that that laboratoryí employing as routine the method of Sawyer and Lloyd, has carried out many thousands of sero-protection tests ^ thus fulfilling the conditions prescribed for WHO approval.
In accordance with the procedure for dealing with such matters laid down Ъу the Executive Board at its second (25 October - 11 November 19紅8) session, the Director-General forwarded the application of the Belgian Governnent, together with all relevant details, to those members of the Yellow Fever Panel concerned, viz. Médecin général С. Durieux, Dr. A.F. Mahaffy, Dr. E.M. Taylor and
Dr. M.V. Yeldee, and invited their recommendations as to whether or not WHO
approval of the Stanleyville Laboratory for the purpose stated should Ъе accorded.
The Panel members were unanimous in recommending that the desired approval should Ъе given.

APPROVES the Stanleyville Laboratory, Belgian Congo, for the carrying out of sero-protection tests r.equ.ireá for the international certification of immunity against yellow fever..
