In September 2011, Willi Graf was succeeded by Marianne Huber as SDC Country Director in Afghanistan. He had held this position since January 2009. Willi Graf will take up his next post as Deputy Director for Regional Cooperation at SDC Headquarters in Bern beginning October 2011. He looks back on his experience working in Afghanistan:
I would use three words, enriching, difficult and very special: enriching, because I had the privilege to acquire a limited but very rich knowledge of a culture I had not known before, as well as the experience that, in a very difficult and complex context, development projects can yield good results; difficult, because security risks are so present that you have to adjust everything to them, from your personal life to programme strategy; and very special because I saw features of an international development context which I had not seen before and also an environment of local partners that was very distinctive.
What attracted you to come and work in Afghanistan?
Willi Graf: I am fully convinced that Afghanistan will become a peaceful place
This international photography exhibition, funded jointly bythe Swiss Agency for Development and Cooperation (SDC) and the U.S. Embassy in Kabul, opened on September 15, 2011 at the Gardens of Babur in Kabul. About 800 persons, mainly representatives from civil society organizations, the media, and national and international organizations, attended the opening. Over 4,700 persons also visited the exhibition the following nine days.
The photo exhibition highlights Afghanistan’s development over the past decade. It focuses mainly on positive aspects, such as the Afghan people themselves, their culture and traditions, democracy, construction and development, education, health, landscapes, poverty, and day-to-day challenges.
At the opening of the exhibition, Marianne Huber, SDC Country Director in Afghanistan, said, “It is a sad fact that there is a deep gap between the pictures about Afghanistan in the media and the manifold realities of Afghan people. As in all other societies, the Afghan people have their own visions and dreams and strive to make them come true with a great deal of perseverance despite the many challenges they must tackle. Afghanistan is one of the most beautiful countries in the world and without a doubt a country with an incredibly rich and deep cultural heritage.”
She added: “This exhibition is the tale of the lives of the Afghans but told in pictures. People visiting this exhibition
cannot help being moved by it and recalling this specifically Afghan perspective whenever they once again see the usual depressing photos published by the media.”
Organized by the 3rd Eye Photojournalism Center, the photo exhibition is comprised of 142 photos taken by 14 Afghan photographers. The exhibition will travel to Bamyan, Daikondi, and Ghor as of the first week of October 2011 and afterwards to the six provinces of Balkh, Herat, Helmand, Badakhshan, Nangarhar and Faryab in Afghanistan. There are also plans to take the exhibition to Switzerland and the United States of America.

Marianne Huber has joined the Swiss Cooperation Office Kabul as the new Country Director. She took up her new position in mid-September 2011, succeeding Willi Graf. Marianne Huber has 16 years of experience in development cooperation and humanitarian aid. Prior to her present position, she was the Country Director of Caritas Germany in Afghanistan for two years. From 2001 to 2009, she was the Head of the Africa Department at Caritas Switzerland.
Marianne Huber was born in 1953 in St. Gallen, Switzerland. She completed her postgraduate studies in development at the Swiss Federal Institute of Technology (ETH), Zürich and earned her master’s degree in Near Eastern Philology and Comparative Religious Science from the Universities of Basel and Bern, Switzerland.
In October 2011, Pia Lignell was promoted to Deputy Country Director of the Swiss Cooperation Office Afghanistan (SCO-A). She will take over her new position in January 2012. She has been working as a Human Rights Advisor for SCO-A since April 2011. Before joining SCO-A, she was working as a Peace building and Human Rights Advisor for the Afghanistan Independent Human Rights Commission. Pia Lignell has worked in the fields of Peace building and Human Rights since 2005 both in Switzerland and international development-cooperation assignments abroad.
Pia Lignell earned her master’s degree in Arts in Social Anthropology from the University of Bern, Switzerland.
Hellan Atmar joined the Swiss Cooperation Office Kabul as I felt motivated to see new things, learn another language and contribute to improving the living situation of poor people and building sustainable institutions in Afghanistan.
How would you compare Afghanistan and its people with other countries you have lived in?
First of all, I would like to express my gratitude for the experience I was allowed to gain. To the extent that it was feasible, I was able to discover a wonderful and mysterious country with people of extraordinary hospitality, social cohesion and solidarity. It may sound surprising, but the fact is that, in my business and personal trips, I almost never felt threatened or in any immediate danger, although Afghanistan is considered to be a high-risk country. I am fully convinced that Afghanistan will eventually become a peaceful place and I also believe that this may happen sooner than many are now expecting. However often mankind has plunged into chaos and conflict throughout history, it has also been capable of achieving, as frequently, turnabouts for the better. The wish of the people to have a “normal” life is an
extraordinarily potent force and it will one day bring peace to Afghanistan. It will then be much easier to tackle other problems which are now being exacerbated by conflict, such as domestic violence and discrimination against women, which must and can be overcome while still fully respecting local culture and religion. Culture is much more the ability to adapt intelligently to a changing environment than the ability to remain the same no matter what the environment is.
How do you feel about leaving the country after working here for almost three years?
Well, I feel that I did not stay long enough! One more year at least would have been very good for me personally as well. To learn the language better, to see programmes achieving results, to see people and institutions develop. In this regard, I often feel that I will be coming back. I don’t think it is the so-called Afghanistan virus, but more the sense of wanting to complete something… so I may be back!

Hellan Atmar earned her bachelor’s degree in Diplomacy, International Law and Global Change and master’s degree in International Relations and Politics from Coventry University, United Kingdom.
Gian-Reto Capaul joined the Swiss Cooperation Office Kabul as Head of Finance and Administration in May 2011, replacing Kathrin Knubel Ahmed. Gian-Reto Capaul has over 11 years of experience working abroad, mainly for NGOs. Before taking up his present post, he was on secondment from the Swiss Humanitarian Aid Unit to UNRWA as a Budget Analysis and Policies Officer. He has a diploma in commerce.
