Le programme des Volontaires des Nations Unies (VNU) est au sein des Nations Unies l’organisation qui, au niveau mondial, est chargée de promouvoir le volontariat pour la Paix et le Développement. Le volontariat profite à la fois à l’ensemble de la société et à la personne qui se porte volontaire. Les Volontaires des Nations Unies contribuent à la paix et au développement en faisant du plaidoyer pour le volontariat en général, en encourageant les partenaires à intégrer le volontariat dans leurs programmes de développement et en mobilisant des volontaires.

Dans la plupart des cultures, le volontariat est profondément ancré et établi dans les sociétés avec la tradition de partage et d’entraide au sein des communautés. A cet égard, les Volontaires des Nations Unies prennent part aux différentes formes de volontariat et joue un rôle important pour le développement et la paix en collaboration avec les partenaires, les agences hôtes et les communautés locales. Durant toute leur affectation, les Volontaires des Nations Unies font la promotion du volontariat à travers leur action et leur conduite. S’engager dans les activités volontaires peut effectivement et positivement enrichir leur compréhension des réalités sociales et locales, aussi bien que créer un pont entre eux-mêmes et les personnes dans leur communauté d’accueil. Ceci rend le temps qu’ils dépensent en tant que volontaire plus valorisant et productif.

Dhaka is the centre of political, cultural and economic life in Bangladesh. Although its urban infrastructure is the most developed in the country, Dhaka suffers from urban problems such as pollution, lack of public transport and overpopulation. In recent decades, Dhaka has seen modernization of services, communications and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest growing cities in the world.

Historically, Bangladesh has been a safe country for internationals, but a series of security incidents since autumn 2015 have led to increased security measures for UN international staff and volunteers. While Dhaka is not categorized as a hardship station and a cessation of incidents is expected to lead to relaxation of security measures, the volunteer should be prepared for limitations in

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the Centre of all its efforts, UN Women lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It has been providing strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Bangladesh focuses its interventions on women’s economic empowerment, addresses women’s economic empowerment, an issue which is central to priorities of Government of Bangladesh (GoB) and has been highlighted by the civil society platform on SDGs as one of the issues where progress is essential to a wider social transformation. There are a number of initiatives at every level that aim to improve women’s income (or the income of households through involving women). There is much less focus on how economic engagement can be empowering for women socially as well as economically. UN Women BCO strives to contribute in the impact area on women’s economic empowerment through removing structural barriers, including violence against women in the public and domestic sphere, with emphasis on marginalized groups of women. UN Women Bangladesh Country Office has also been working on empowering and promoting the rights of women migrant workers especially low skilled migrant workers who make up 90% of women migrant workers from Bangladesh. The key programmatic focus for Women’s Economic Empowerment Programme are (i)

“Protecting vulnerable women returnee migrant workers from COVID- 19 risks”, part of UN Women project “Women and Girls at the Center of COVID-19 Prevention” supported by the Government of Japan (ii) A Joint Programme (JP) entitled “Enhancing social protection for female tea garden workers and their families in Sylhet Division, Bangladesh” supported by Joint Sustainable

Development Goals (SDGs) Fund. The implementation period is January 2020 to January 2022. The Participating UN Organizations (PUNOs) of the JP are International Labour Organization (ILO), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women). Further two interventions are being developed in this programme area.

Within the UN Women Bangladesh Country Office under the direct supervision of the Programme Analyst, Women’s Economic Empowerment Programme and overall guidance of Programme Management Specialist, the incumbent will respond to the BCO programmatic needs for the economic empowerment of marginalized women including tea gardens workers, RMG workers, migrant women and other excluded groups of women.

Under the overall guidance of the supervisor, the UNV will work closely with the programme unit team, UN Women BCO staff, key Government including MoLE, MOEWOE, BMET, and MoCWA, private sectors focusing on the BTA, and BAIRA, UN agencies involved in the project (ILO, UNFPA, UNICEF, and RCO) and civil society to ensure the technical direction and implementing of the programme and projects are maintained, and key outputs are achieved in a cost effective and timely manner.

Against this background, UN Women Bangladesh is seeking to recruit a Programme Support officer to provide the required support to Women’s Economic Empowerment Programme team in the development and implementation of the programme in line with UN Women rules and regulations.

The Consultant will work under the direct supervision of Programme Analyst – WEE, UN Women Bangladesh, in close consultation with the Programme team:

1. Provide knowledge management support to the WEE team particularly “Enhancing social protection for female tea garden workers and their families in Sylhet Division, Bangladesh”.

2. Support in drafting and editing briefs, letters, reports and briefing papers for WEE focusing on the projects on women Tea gardens workers, RMG workers and migrant workers.

3. Coordinate events and national campaigns through organization of media and events.

4. Work closely with the communications analyst to enhance the visibility of BCO’s efforts on WEE through social media platforms.

5. Support for the development and dissemination of the knowledge products.

6. Translate and/or review translation of required key programme-related documents, and knowledge products from English to Bangla, and from Bangla to English

7. Maintain database of projects-related documentation on the shared platforms

8. Participate at the internal and external meetings as required and prepare minutes, including preparation of background documents for the meetings.

9. Support WEE team in the organization and coordination of key advocacy/awareness raising events, in close cooperation with the programme staff.

10. Provide input to various tasks such as workshops, research, analyses, and publications.

11. Perform other duties as may be directed by the supervisor and other team members as and when required.

En plus de ce qui précède, les Volontaires des Nations Unies sont censés : • Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la do-cumentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activi-tés commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre. • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil. • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur par-ticipation dans les réflexions substantielles. • Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la pu-blication du programme VNU/ site web, bulletin et notes de presse, etc. • Contribuer au Programme d’accueil des Volontaires des Nations Unies nouvellement arrivés dans le pays d’affectation ; • Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou en-courager les individus et les organisations à utiliser les services de volontaires en ligne quand cela est techniquement possible.

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Note on novel coronavirus – COVID-19.

The rapidly changing nature of novel coronavirus COVID-19 has placed significant and increasing restrictions on the freedom of movement of people, even within countries. Such restrictions may affect the ability national UN Volunteers to begin their assignments at their assigned duty station or limit the ability to enter UN premises. Thus, UNV cannot guarantee assignments will proceed as normal.

Candidates for national UN Volunteer assignments requiring travel to the duty station may be exceptionally granted during this period alternative working arrangements to work from their place of recruitment until restrictions are lifted. Candidates for national UN Volunteer assignments may also need to begin their assignments remotely in cases where access to UN premises is restricted. These are decisions at the discretion of the host entity. Candidates proceeding to interview are recommended to discuss travel requirements, any restrictions, and possible alternative arrangements with the host entity. If selected, candidates should carefully consider the circumstances before accepting UNV’s offer.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided.

Supervision, induction and duty of care of UN Volunteers (Roles and Responsibilities of Host Entities)

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to:

- Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment;

- Support with arrival administration and official processes;

- Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal;

- Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address;

- Access to shared host entity corporate knowledge, training and learning;

- Any necessary security measures, ensuring that UN Volunteers are covered by the United Nations Security Management System (UNSMS) in line with the UNDSS Security Policy Manual;

- Leave management;

- DSA for official travel, when applicable;

- All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.

- Investigate misconduct: sharing reports with the UNV;

- Provide emergency assistance, e.g. the death of volunteer or medical evacuation, in collaboration with UNV. Accept letters of guarantees or potential liabilities for covering medical costs not claimable under medical insurance in extraordinary situations (e.g. isolation facilities`

services during pandemics).
