Accreditation of non-governmental organizations to act in an advisory capacity to the Committee
Summary
Article 9 of the Convention requires that the Committee proposes to the General Assembly the accreditation of non-governmental organizations with recognized competence in the field of the intangible cultural heritage to act in an advisory capacity to the Committee. The present document proposes 22 such organizations.

1. Article 9 of the Convention requires that the Committee proposes to the General Assembly the accreditation of non-governmental organizations (NGOs) with recognized competence in the field of the intangible cultural heritage to act in an advisory capacity to the Committee. The criteria for and modalities of such accreditation were adopted by the General Assembly in its second session and are included in Chapter III.2.2 of the Operational Directives (paragraphs 91-99). Possible revisions of the current accreditation criteria are dealt with in a separate item (document ITH/14/5.GA/5.1).
2. The third session of General Assembly in June 2010 accredited 97 NGOs recommended by the Committee (Resolution 3.GA 7), and its fourth session in June 2012 accredited an additional 59 NGOs (Resolution 4.GA 6). The General Assembly invited the Committee to submit to it for accreditation at its subsequent sessions the names of non-governmental organizations that satisfy the criteria laid down in the Operational Directives (Resolutions 2.GA 6, 3.GA 7 and 4.GA 6).

At its second and third sessions the General Assembly requested the Director-General ‘to take the necessary measures to widely disseminate the information regarding the criteria, modalities and procedures for accreditation of non-governmental organizations that may wish to request accreditation as foreseen in Article 9 of the Convention, in particular, among the non-governmental organizations coming from the under-represented regions or countries’.
The Committee has similarly emphasized the importance of the broadest possible participation of NGOs from all regions of the world. To that end, it has several times requested States Parties to submit to the Secretariat the names of NGOs, public or private bodies, non-profit-making institutions, centres of expertise and other entities with competence in the various fields of intangible cultural heritage. The Secretariat maintains a database1 of 785 such entities and has widely disseminated information on the Convention and on the criteria and procedures for accreditation (another 142 entities were identified by States Parties, but without valid postal addresses). To date a total of 314 entities have submitted requests for accreditation, as follows:

4. At its seventh session in Paris, France (3 to 7 December 2012) and its eighth session in Baku, Azerbaijan (2 to 7 December 2013), the Committee examined accreditation requests it had received from NGOs. The Committee recommended for accreditation 10 NGOs by Decision 7.COM 16.a and 12 NGOs by Decision 8.COM 14.a. These 22 organizations are listed in the Annex to the draft resolution below; the requests for accreditation are available for consultation on the website of the Convention5.

5. Should the General Assembly decide to accredit the non-governmental organizations recommended to it by the Committee, and in conformity with paragraph 94 of the Operational Directives, ‘the Committee reviews the contribution and the commitment of the advisory organization, and its relations with it, every four years following accreditation, taking into account the perspective of the non-governmental organization concerned’. The Committee will determine the modalities and procedures of the review process at its ninth session in November 2014 and the first reviews would begin in 2015.
6. The General Assembly may wish to adopt the following resolution:

2. Recalling Article 9 of the Convention and paragraphs 91-99 of the Operational Directives,
3. Further recalling Decisions 7.COM 16.a and 8.COM 14.a,
4. Accredits the 22 non-governmental organizations listed in the Annex to this Resolution to act in an advisory capacity to the Committee;
5. Encourages non-governmental organizations that meet the criteria for accreditation to submit their requests for accreditation at the earliest opportunity.
