RESOLUTION No. 447
ASSESSMENT OF IICA’S TECHNICAL CAPABILITIES
The EXECUTIVE COMMITTEE, at its Twenty-sixth Regular Meeting,
CONSIDERING:
That, in light of the decision to adopt the 2006-2010 Medium-Term Plan, it is both
advisable and timely to request an assessment of the technical capabilities of IICA’s personnel;
That the United States of America and Mexico have offered to make special contributions
as support for said assessment;
That the Executive Committee set up a Special Commission and tasked it with
recommending terms of reference for the assessment, and that said Special Commission has
delivered its recommendations to the Executive Committee, which include the terms of reference
(Annex A) and other guidelines for conducting the assessment (Annex B),
RESOLVES:
1.
To instruct the Director General to support and coordinate the assessment of the
technical capabilities of IICA’s personnel, with the assistance of external experts,
pursuant to the terms of reference contained in Annex A of the present Resolution,
and the additional guidelines contained in Annex B. The assessment is to be
presented to the Member States and considered by the Executive Committee before
the end of the first half of 2007.
2.
To thank the United States of America and Mexico for their special contributions as
support in conducting the assessment.
3.
To encourage the other Member States, the Associate States and the Permanent
Observers to contribute financial and other resources with which to conduct the
assessment.

ANNEX A
TERMS OF REFERENCE FOR ASSESSING TECHNICAL CAPABILITIES
1. Background
To date, IICA has been responding, to the extent it can, to the mandates of the IABA and to the challenges
posed by agriculture and the new rurality. Thus, the Institute has responded to the concerns and demands
of its Member States and to important issues related to:
1. The promotion of trade and the competitiveness of agribusinesses
2. The promotion of agricultural health and food safety
3. The promotion of biotechnology and biosafety.
The development of these specialized issues and others considered for inclusion on the agenda for 2007,
such as the sustainable management of natural resources and the environment, as well as the generation of
bio-energy from raw agricultural materials, are of concern to the members of the Executive Committee
and the Ministers of Agriculture themselves.
Consequently, an external assessment of the Institute’s technical capacity will be conducted, especially as
concerns its human resources, to determine whether or not IICA is efficiently addressing the emerging
issues and has the financial and budgetary resources needed to address the technical issues and priorities
approved by IICA.
Furthermore, it will be necessary to determine the actual capacity of the Institute to take on other technical
issues that are of importance and concern to the member countries.
2. Requirements of the assessment
In addition to meeting the demands described above, in conducting the assessment, the following must be
taken into consideration:
A group of three experts with broad experience in activities related to the development of
scientific and technological capabilities, and their transfer;
Knowledge of IICA’s programs and of international organizations;
Fluency in English and Spanish;
Ability to work as part of a team and availability to devote approximately 15 days to preparing
and conducting interviews with staff members at Headquarters and in selected IICA Offices in the
Member States;
Evaluation and presentation of results related to:

Availability of the high-level experts (man hours available and how many hours for bureaucratic or
administrative tasks);
Capacity to offer comprehensive technological solutions;
Levels of specialization/capability of the experts to address the issues;
Salary levels and ages of the technical personnel.
It will be necessary to present properly documented scientific, technical and socioeconomic knowledge
that is essential for the execution of the projects.
3. Assessment
The pertinent observations will be made based on the assessments, and recommendations will be prepared
for presentation to the Executive Committee and the IABA.

ANNEX B
GENERAL CONCLUSIONS OF THE SPECIAL COMMISSION FOR THE
ASSESSMENT OF IICA’S TECHNICAL CAPABILITIES
•
Terms of Reference (guidelines) document developed by Mexico would be the basis for
the assessment of IICA’s technical capabilities.
•
Evaluation of technical capacity with respect to country demand as laid out in the MTP
and in the national, regional and hemispheric agendas and IICA’s technical capacity to
respond to demands. In addition to the strategic areas mentioned in the Terms of
Reference document, it will also include others found in the MTP, as well as agricultural
insurance, as requested by the IABA.
•
Identify areas of strengths and weaknesses, gaps and surpluses.
•
Analyze unsatisfied demand.
•
Assess quality and distribution of professional staff among regions and technical areas.
•
The analysis will also consider the availability of sufficient funds needed for the technical
professionals to carry out their functions, as well as the availability of support staff.
•
Evaluate capability of IICA to compete for and attract quality technical staff.
Process to be followed:
•
There will be a steering committee: one country from each region (5). Members to be
decided by the regions. IICA will act as Technical Secretariat.
•
IICA will carry out an internal review process first (60 days).
•
Internal review will be submitted to Steering Committee for review and analysis.
•
Members will then submit additional questions for external review team to look at (30
days).
•
External review team (3 or more members). Countries may provide members for team.
Members must have the characteristics defined in document provided by Mexico.

HAVING SEEN:
The presentation of the report on the assessment of technical expertise at IICA made before the
Executive Committee by the consulting firm “Servicios Internacionales para el Desarrollo Empresarial
SIDE S.A”,
CONSIDERING:
That under Resolution IICA/CE/Res. 447 (O/06) “Assessment of IICA’s Technical Capabilities”,
the Executive Committee instructed the Director General to support and coordinate the assessment of the
technical expertise of IICA’s personnel to be conducted by external experts and to present it to Member
States and the Executive Committee for consideration before the end of the first half of 2007;
That pursuant to that mandate, the General Directorate hired the consulting firm “Servicios
Internacionales para el Desarrollo Empresarial SIDE S.A”, which has presented to the Executive
Committee a report on the assessment of the technical expertise of IICA’s personnel, based on the terms
of reference approved by the Executive Committee, the guidelines of the Steering Committee and the

That that report was presented by the consulting firm in the course of this Regular Meeting of the
Executive Committee; and
That the Director General suggested to the Executive Committee classifying the recommendations
in the report on the basis of the five following criteria: i) recommendations that may be implemented by
decision of the Director General and that do not require additional resources; ii) recommendations that
may be implemented by decision of the Director General and that require additional resources; (iii)
decisions that require the approval of the governing bodies of the Institute but that do not require
additional funds; iv) recommendations that require the approval of the governing bodies of the Institute
and that require additional funds; and v) recommendations that require an amendment to the Convention
on IICA,
RESOLVES:
1.
To accept the report on the status of the assessment of the technical expertise of IICA’s
personnel prepared by the consulting firm “Servicios Internacionales para el Desarrollo

Empresarial SIDE. S.A,” and to thank the firm and the Steering Committee for the work
accomplished.
2.
To entrust the Chairman of the Executive Committee with addressing a letter to all of the
Ministers of Agriculture of Member States forwarding the report and an executive summary
prepared by the consulting firm and asking them to send their comments and observations
to the Director General by August 31, 2007.
3.
To hold a special meeting of the Special Advisory Commission on Management Issues
(SACMI) in the last quarter of 2007.
4.
To extend the term of the Steering Committee until the next meeting of the SACMI.
5.
To request that the Director General appoint the staff members who, in cooperation with the
Steering Committee, will prepare an analysis of the report, which should prioritize the
recommendations on the basis of the five criteria identified by the Director General at this
Regular Meeting of the Executive Committee and that this analysis be presented as a
working document for the special meeting of the SACMI.
6.
To entrust the SACMI with preparing, at the special meeting to be held in the last quarter of
2007, a proposal for further reform in the Institute, taking into account the comments of the
Member States and the analysis carried out by the General Directorate. That proposal will
be presented to the Executive Committee in 2008 and to the Inter-American Board of
Agriculture (IABA) in 2009.

PROGRESS IN THE ASSESSMENT OF TECHNICAL EXPERTISE AT IICA
The INTER-AMERICAN BOARD OF AGRICULTURE, at its Fourteenth Regular Meeting,
HAVING SEEN:
The report presented at the Fourteenth Regular Meeting of the IABA by Mr. Paul Murphy, in his
capacity as Chairman of the Twenty-seventh Regular Meeting of the Executive Committee,
CONSIDERING:
That by Resolution IICA/CE/RES.447(XXVI-O/06), the Executive Committee established the
procedure for conducting the assessment of technical expertise at IICA;
That in order to implement said resolution a Steering Committee, chaired by Dr. Victor Villalobos
of Mexico, and comprising members from Costa Rica, Panama, Paraguay, Argentina, Canada, Belize and
Mexico, was set up and charged with giving direction to the work of the consulting firm retained to
conduct the assessment;
That after receiving the progress report of the consulting firm (the Report), the Executive
Committee, by Resolution IICA/CE RES. 462 (XXVII-O/07), established a process for following up on
the report, which included consultations on same with all the Member States of the Institute;
That the Ministers of Agriculture of the Member States did not have sufficient time to review the
Report and prepare and submit their observations and comments to the Director General; and
That the recommendations contained in the Report, once favorably evaluated by the Director
General and the member countries, may be implemented provided they do not require the adoption of
decisions by the governing bodies of the Institute;
RESOLVES:
1.
To instruct the Director General, based on the observations and comments received from all
the Member States, to draw up and execute a Plan of Action for the implementation of the
recommendations contained in the report on the Assessment of Technical Expertise at IICA.
2.
To instruct the Director General to present to the meeting of the Special Advisory
Commission for Management Issues, in the last quarter of 2007, and the Twenty-eighth
Regular Meeting of the Executive Committee a report on progress in the implementation of
said Plan of Action.
3.
To extend the term of the Steering Committee until the Fifteenth Regular Meeting of the
IABA, to be held in 2009.

the Director General, with preparing and presenting to the Fifteenth Regular Meeting of the

It is recommended that thefollowing considerations be taken into account for
reassigning more resources and making effective use of them: (a) reduce the number of high-level administrative positions and ensure that all Directors devote a greater share of their time to responsibilities directly associated with the quality of technical cooperation; (b) reduce the number of regional projects that are circumscribed to IICA’s traditional
geographical regions and to subjects that perhaps do not merit them, and increase the number of projects in new subject areas (which are more likely to attract external resources) with greater geographical coverage; (c) assign resources according to the criteria of effective use of cooperation instruments, especially in order to reach the Institute’s objectives associated with its hemispheric
responsibility, with clearly defined benefits for all the regions and countries; and (d) reconsider the organizational structure based on having an Office in each country, taking into account alternative ways to improve the effectiveness of cooperation. These are management decisions for consideration by the Secretariat.
The United States
supports re-allocation of resources to improve quality of technical cooperation based on decisions made by IICA’s governing and advisory bodies.
Comment:: These recommendations
(a-d) involve several different and interrelated factors
a. This is a complex issue, involving several factors pertaining to the structure of IICA. In general, all Directors of technical areas devote most of their time to technical aspects b. Projects are carried out on the basis of demands or needs of entities (country, region) or the interests of donors in certain geographic areas. If it makes sense to carry out a project in non-traditional geographical areas, and there are interested donors, IICA will look for an opportunity to carry out such projects
c. IICA agrees that tools should be developed for hemispheric use and that they should be used in the best way possible. IICA also recognizes that given the differences between regions, in terms of their needs and interests, it is sometimes necessary to develop and use tools with a regional approach. d. This is an issue that involves the countries and future strategies, and it should be considered in the context of the development of a strategic plan.
IICA has limited financial and human resources, while the countries’ demand for services has increased. Although IICA has found ways to respond to these demands, its technical capacity has decreased over time. The Steering Committee therefore recommends that an effort be made to further reduce administrative and bureaucratic tasks in order to improve technical aspects. See 214 y 215. The recommendations offeredon the amounts and reallocation of funds involve work on various fronts, which should proceed in stages, while giving signals that more efficient use is being made of current resources, and that resources are being reassigned to technical cooperation activities; at any rate, it is essential to increase resources. As soon as the Institute shows signs of making the suggested decisions, countries should consider increasing their quotas.
Canada cannot endorse
recommendations that ask for increased contributions from Member States. It is the U.S. understanding that some of the recommendations can be implemented at minimal or no cost, while others would require significant financial
resources. It is the U.S. view that IICA focus on those components where improvements to IICA’s technical expertise can be strengthened, but that do not require a significant amount of resources to achieve.
Comment: IICA has continued
seeking to reallocate funds to meet new needs of the countries. It agrees to continue this effort of striving for savings. THE STEERING COMMITTEE RECOMMENDS THAT THIS SHOULD BE IN THE PREAMBLE TO THE DOCUMENT. The Steering Committee recognizes that the shortage of financial resources affects IICA’s capacity to implement the MTP. It affects the Institute’s ability to offer competitive salaries and to recruit and keep
international and national personnel. It recognizes that the countries are not prepared to raise their quotas. It believes that IICA will soon face a crisis owing to the lack of resources.
Recommendation: This is an issue that should be further discussed by the governing bodies. What should IICA do in future? What strategy? iv) Recom-mendation that must be approved by the governing bodies and which requires additional resources.

With regard to the role of the Institute, it is recommended thatIICA play a more technical role, providing leadership and offering a prospective vision, anticipating the facts that will have a bearing on decisions that need to be taken for the good of agriculture. To this end, it is recommended that the agenda and current organizational structure be reconsidered, taking into account a set of priorities for work at the hemispheric, regional and national levels.

Currently underway: In 2006, the technical areas were restructured under the Directorate of Technical Leadership and Knowledge Management. (DTLKM). Purpose: To provide better-coordinated and integrated technical leadership that includes a prospective view of global forces and their implications for the Americas. 193.- We recommend that IICA focus on actions that better contribute to upgrading the countries’ capacities to define suitable measures in different fields (thematic areas) and to strengthening the capabilities of national organizations to implement them.
194. - Considering that the development of information and communications systems and the growing participation of the private sector make it increasingly difficult to determine what are genuinely public goods and, among them, global goods, we recommend that IICA carefully analyze the goods and services it will generate within the framework of a new international order, so that it may fulfill in the best possible way its responsibility as an agency with a hemispheric mandate.

agrees with this recommendation. It is involved in an ongoing dialogue with the countries to identify their needs and the goods and services that IICA should offer in the form of agendas. The reduction of resources of the ministries of agriculture limits IICA’s efforts to improve national capacities. In order for IICA to develop new capacities, additional financial resources are needed, both for the Institute and for the ministries of agriculture.

It is recommended that the IABA adopt a clearer and more decisive approach to the strategic work of the Institute as a hemispheric organization, and to efforts to ensure that national demands concentrate more on common or shared interests.Canada agrees with this recommendation.
The United States requests that IICA explore the proposal of a technical advisory group to assist in developing its institutional strategy, and present this to members during the next advisory and governing body meetings.
Comment: Defining a strategic
direction calls for a process of broad reflection and dialogue involving the Member States. The General Directorate considers that this falls under the competence of IICA’s governing bodies and is prepared to work with them and with member countries to strengthen this process and outline the strategic direction of the Institute. iv) Recom-mendation that must be approved by the governing bodies and which requires additional resources.

In view of the fact that meetings of the IABA, a permanent governing body, occur every two years, and that the Executive Committee meets once a year, and in view of their agendas, they do not appear to be adequate for analysis and strategy recommendations. Thus it is recommended that the possibility of renewing the mechanisms and the content of the agendas for each meeting be considered, to ensure that the strategic areas of the Institute’s work are dealt with more rigorously. It is further recommended that to this end, IICA produce increasingly more high-quality material on which the discussion and resolutions should be based.Canada agrees with the general idea but seeks clarification on the recommendation about meeting agendas. Recommendations to improve IABA meetings should also apply to Executive Committee and SACMI.
The United States supports the recommendation to improve agendas of governing and advisory body meetings and to promote more substantive discussions at meetings through the adoption of a clearer and more decisive approach to the strategic work of the Institute as a hemispheric organization.
Comment: This recommendation is
directed at IICA’s governing bodies. The General Directorate is prepared to support the decisions they take.
