2002-2006 MEDIUM TERM PLAN

The EXECUTIVE COMMITTEE, at its Twenty-second Regular Meeting, HAVING SEEN:

Document IICA/CE/Doc.405(02), "2002-2006 Medium Term Plan," CONSIDERING:

That the Inter-American Board of Agriculture ("IABA"), at its Eleventh Regular Meeting, in Resolution IICA/JIA/Res.360(XI-O/01), requested the Director General to prepare the Medium Term Plan ("MTP") for the 2002-2006 period;

That the IABA, in that same resolution, authorized the Executive Committee to approve the Plan, at its Twenty-second Regular Meeting;

That, in preparing the 2002-2006 MTP, the Director General used as basic guidelines: the mandates of the Summit of the Americas process; the Ministerial Declaration of Bavaro; the priorities defined by the Member States for the Institute’s action; inputs from Institute staff and from authorities of multilateral organizations that are strategic partners of the Institute;

That the Executive Committee, having analyzed the proposal presented by the Director General, expressed support for the basic principles underlying the 2002-2006 Medium Term Plan and offered recommendations intended to facilitate its implementation;

That it is a matter of the utmost importance to secure additional resources with which to finance cooperation provided to the Member States in each of the priority areas of action established in IICA's 2002-2006 Medium Term Plan;

That Article 88 (b) of the Rules of Procedure of the General Directorate establishes the Special Funds, made up of voluntary contributions by the Member States or received from other sources to finance special programs or projects approved by the Executive Committee,

RESOLVES:

1. To approve Document IICA/CE/Doc.405(02) "2002-2006 Medium Term Plan," as the frame of reference for the Institute's actions during said period. 2. To request that the Director General report to the Executive Committee, at

its Twenty-third Regular Meeting, on the administrative, financial and programmatic measures adopted to execute the Plan, and on progress made to date.

3. To instruct the Director General to take an active role in promoting among IICA Associates, permanent observers, third countries, enterprises, foundations and funding agencies, contributions to strengthen the Special Funds to be used in the execution of the programs of IICA's 2002-2006 MTP in the areas of: Trade and Agribusiness Development; Technology and Innovation; Agricultural Health and Food Safety; Sustainable Rural Development; Information and Communication; and Education and Training.

4. To encourage the Member States to make voluntary contributions, above and beyond their quota contributions to the Institute, to strengthen the Special Funds.

5. To congratulate the Director General for promoting the broad participation of the Member States in the process of preparing the 2002-2006 Medium Term Plan.
